Established in 1951, IOM is a Related Organization of the United Nations, and as the leading
UN agency in the field of migration, works closely with governmental, intergovernmental and
non-governmental partners. IOM is dedicated to promoting humane and orderly migration for
the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
As Danwadaag broadens its engagement in reintegration initiatives across its diverse
portfolio, a compelling need emerges for a seasoned professional with expertise in land
tenure, settlement upgrading, and rental solutions. This specialist will be tasked with intricately
designing and implementing comprehensive strategies that not only address the immediate
challenges of reintegration but also contribute to the sustainable development and holistic
improvement of communities. In this dynamic role, the specialist will play a pivotal part in
navigating the complexities of land tenure issues, ensuring secure and equitable access to
land for returning individuals. Additionally, they will spearhead settlement upgrading initiatives,
focusing on enhancing infrastructure, housing conditions, and community empowerment.
Simultaneously, the specialist will pioneer innovative rental solutions to address housing
challenges, making housing more accessible, affordable, and resilient for the reintegration
process. In essence, this position is not just about addressing immediate challenges; it is
about crafting a vision for thriving, resilient communities through strategic land tenure,
settlement upgrading, and rental solutions.
Nature of the consultancy:
Advisory services for land tenure, settlement upgrading and rental interventions.
Core Functions / Responsibilities:
The core duties shall include the following:

1.Formulate groundbreaking rental solutions that transcend conventional approaches, aiming to effectively tackle the intricate and multifaceted housing challenges faced by communities. This involves a comprehensive exploration of creative and forward-thinking methodologies to enhance accessibility, affordability, and sustainability in housing.
2.Provide expert guidance on a comprehensive spectrum of strategies aimed at not only enhancing but fortifying land tenure security and effectively resolving a myriad of tenure-related challenges.
3.Take lead in reviewing the rental market assessment in Mogadishu by analyzing the dynamics, trends, and nuances of the rental market.
4.Assess existing land tenure arrangements and its influence and impact on current and future land use practices in urban centres
5.Formulating and executing comprehensive interventions geared towards the enhancement of informal settlements. This strategic endeavor encompasses a holistic approach, taking into account critical facets such as infrastructure, housing, and the empowerment of the community.
6.Engage in close collaboration with community stakeholders, fostering a participatory process to guarantee the inclusivity of settlement upgrading plans. Through these collaborative efforts, the objective is to uplift and transform informal settlements, promoting sustainable development and community resilience.
7.Collaborating with stakeholders to ensure the integration of tenure and settlement upgrading initiatives into the broader project framework.
8.Improve the overall understanding – among IOM staff in general, and USAID Scaling Solutions partners in particular – of land tenure, rental solutions, urban settlement upgrading.
Tangible and measurable outputs of the work assignment
1.Successful design and implementation of the rental graduation project
2.Quality assurance and review of the rental market assessment
3.Development and review of the rental graduation tools
4.Successful design on innovative settlement upgrading and land tenure solutions
5.Establish healthy linakes with key stakeholders such as UN-HABITAT, Norwegian Refugee Council etc
Required
Education Qualifications
•Master’s degree in relevant field of urban planning, development, urban housing or any other related academic areas from an accredited academic institution with at least seven years of relevant professional experience; or
•University degree in the above fields with at least nine years of relevant professional experience
Experience
•Experience including with management and implementation of housing, rental, urban displacement programs, preferably in the Horn of Africa region.
•Experience in working on urban housing and settlement upgrading programmes in the context of durable solutions including skills in moderation and inclusive participation of displacement affected communities is an asset
•In-depth understanding of rental market dynamics and experience in designing and implementing innovative rental solutions to address housing challenges.
•Extensive background in developing and implementing strategies for upgrading informal settlements, with a focus on infrastructure improvement, housing conditions, and community empowerment..
•Experience in creating technical reports which couple community development findings
•Experience in project development, monitoring, as well as government and donor liaison and coordination
•Knowledge of working in conflict/volatile contexts on durable solutions and community stabilization in Somalia;
Skills
•Innovative Thinking: Creative and innovative mindset, demonstrated through the development of novel approaches and solutions to address challenges in land tenure, settlement upgrading, and rental markets
•Knowledge of Somali context

•Fluency in English is required (oral and written); Working proficiency of Somali will be an added advantage.

•Travel to Somalia required.
