INTRODUCTION TO GGGI

GENERAL INFORMATION

GGGI Philippines office seeks to recruit a Solid Waste Management Expert (Philippines) who will provide overall support in the implementation of a three-year project entitled, “Advancing ASEAN-Korean Cooperation in Integrated Municipal Solid Waste Management (IMSWM) for Environmentally Sustainable Cities” project through the ASEAN-Korean Cooperation Fund (AKCF). The Consultant shall also coordinate with other GGGI Country Offices to collect and consider specific national constraints, requests, and needs, and contribute to modifying the content as per indication of the Project Steering Committee. In addition, the consultant shall cooperate in finalising a regional report on solid waste management.

In line with this, GGGI is currently implementing a three-year project entitled, “Advancing ASEAN-Korean Cooperation in Integrated Municipal Solid Waste Management (IMSWM) for Environmentally Sustainable Cities” project through the ASEAN-Korean Cooperation Fund (AKCF). This project will support ASEAN Member States (AMS) in moving towards a model of resource efficient, circular society with enhanced national and local capacity to implement ISWM practices and catalytic waste investment projects by 2026. Through adapting experiences and learning of the Republic of Korea in IMSWM at national and local level, the project will help AMS and Korea to jointly find appropriate solutions for the regional challenge of IMSWM. This particularly project aims to:

  1. Formulate a strengthened and coherent regional framework for IMSWM in AMS to support ASEAN Vision 2040 and ASCC Blueprint 2025;
  2. Accelerate investment for IMSWM projects;
  3. Establish an online multi-stakeholder knowledge sharing and collaboration platform for AMS; and
  4. Strengthen IMSWM capacity in AMS and AMS-Korea knowledge exchange, through policy, capacity development, knowledge and technology transfer, and investment mobilization across the region.

By developing IMSWM projects for investment mobilization of USD100 million, it is estimated that 6 mtCO2eq will be reduced/avoided; 1,300 indirect green jobs will be created; 4 million persons in AMS will potentially benefit from IMSWM.

Overall, the project entails the following activities:

  1. Assessing the solid waste management context of selected ASEAN Member States from financial, environmental, operational, governance and social perspectives. Study all strategies developed by the ASEAN Secretariat on solid waste management and related enforcing capacity.
  2. Develop an ASEAN solid waste management strategy.
  3. Develop and initiate a project pipeline in the selected ASEAN Member States.
  4. Implement capacity-building activities in Korea for governmental officials.
  5. Develop an online platform to support exchanges among stakeholders involved in solid waste management at different levels.

The AMS involved in the initiative are: Cambodia, Lao DPR, Vietnam, Indonesia, Malaysia, Philippines, Brunei, and Singapore. The first six countries will benefit from the development of all the above-listed activities. Brunei and Singapore, instead, will benefit from activities 2 and 5 only. In the Philippines, the project is being implemented through collaboration with the Department of Environment and Natural Resources (DENR) and the related Environmental Management Bureau (EMB), with whom a technical working group (in-Country Technical Group – CTG) will be organised at the scope of facilitating the coordination for the implementation of the project. Relations with the private sector, informal sector, civil society organisations, and segments of society will also be established.

SCOPE OF WORK

The consultant shall provide overall support in the implementation of Activity 1. To do this, the consultant shall primarily collect and analyse data on solid waste management practices at the national level and in three specific cities of the Philippines. The consultant is expected to submit a report and to support in the coordination with the CTG. The Consultant shall also coordinate with other GGGI Country Offices to collect and consider specific national constraints, requests, and needs, and contribute to modifying the content as per indication of the Project Steering Committee. In addition, the consultant shall cooperate in finalising a regional report on solid waste management.

DETAILED TASKS

The Consultant’s responsibilities will include (but are not limited to) the following tasks:

  1. Support and facilitate the coordination of data collection activities.
  2. Collect and analyse primary and secondary data (environmental, operational, financial, social, and governance-related aspects of solid waste management) in the form of texts, excel sheets, graphs, drawings, etc.
  3. Join and/or lead meetings and support in the exchange and coordination with governmental authorities, representatives of the private sector, representatives of the informal waste recycling sector and any relevant stakeholders that might be identified during the implementation of the assignment.
  4. Join and/or lead field visits to implement the national and sub-national-level assessment.
  5. Coordinate the organisation of the CTG sessions by relating with their counterparts.
  6. Support the GGGI Philippines Country Office and the GGGI Cambodia Country Office in compiling a regional assessment by considering the solid waste management assessments drafted by all other GGGI Country Offices and other Project Partners included in the project.
  7. Support the GGGI Philippines Country Office and the GGGI Cambodia Country Office in assisting other Country Offices and project partners in verifying and analysing data collected by their respective consultants.
  8. Support in preparing publications, presentations, brochures, and any other communication material.
  9. Support in coordinating with the CTG for the organization of trainings overseas and in the preparation of related documentation requested for the participation to these events.
  10. Perform other required tasks as assigned by the GGGI Philippine Country Office.
REPORTING ARRANGEMENTS

The Consultant shall work under the guidance and supervision of GGGI’s Waste, Sanitation and Circular Economy Senior Program Officer and coordinate with the GGGI Philippine Country Team. In coordination and collaboration with the GGGI’s Waste, Sanitation and Circular Economy Senior Program Officer, the Consultant shall deliver a comprehensive report on the solid waste management context of the Philippines, as required. Physical reporting at the GGGI Philippine Country Office is necessary.

OUTPUT/DELIVERALBES

S/he will report in-person to the GGGI Philippine Country Office throughout the duration of the project and will receive monthly compensation subject to GGGI rules and regulations. The following are the deliverables:

QUALIFICATIONS/EXPERIENCE/EXPERTISE

The Consultant shall possess the following qualifications:

  • Master’s degree in Environmental Engineering, Sanitation Engineering, Civil Engineering, or relevant fields.
  • Minimum 5 years of experience in the solid waste management sector.
  • Demonstrated knowledge in:
    • Strategies and guidelines for solid waste management.
    • Philippines’ context of solid waste management, including existing policy framework, governmental institutions involved at different levels in solid waste management, level of development of the recycling sector.
    • Analysis of solid waste fractions value chains.
    • Environmental, infrastructural, operational and health and safety aspects to be considered in any solid waste management facility.
  • Demonstrated experience in:
    • Developing solid waste management plans and assessments of waste-related facilities at field level.
    • Establishing relations and cooperation opportunities with the private and informal sectors for solid waste management.
    • Establishing relations and coordination with governmental authorities at any level.
    • Implementing policy analysis and development.
    • Analyzing social aspects related to solid waste management.
    • Analysis of waste management budgets and cost recovery systems.
    • Visiting and assessing solid waste management facilities (material recovery facilities, recycling facilities, waste transfer stations, dumpsites and landfills, waste-to-energy facilities).
    • Preparing complex reports, publications and presentations for different types of audiences (technical and non-technical, governmental authorities, technicians, and the general public).
  • Possess the following skills:
    • Negotiation and diplomatic capacities
    • Flexibility and proactiveness when approaching any type of stakeholder or context, including disadvantaged actors and socially sensitive environments
    • Flexibility in performing field visits to any type of facility.
    • Ability to perform calculations, analysis, calculate waste flows, costs
  • Experience and proven records in communicating with key actors in Government and non-government agencies, handling complex multi-stakeholder relationships, and maintaining a high degree of professional integrity.
  • Maturity and professional ability to handle sensitive and confidential information while working with GGGI and its partners.
  • Excellent analytical writing skills in the English language and able to prepare concise advisory reports for a range of stakeholders.
  • Very good communication skills and demonstrated ability to convey ideas and concepts to a broad set of participants.
