BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The CAR Country Office is operating a 5 years Country Strategic Programme which commenced on 1 March 2023 and is meant to address food insecurity in emergency and resilience context. With an average annual target of 1.5 million beneficiaries comprising of internally displaced people, refugees, highly vulnerable groups that are infants, children, pregnant and lactating women, marginalized groups, etc, and considering the decayed status of the socioeconomic structure, the CAR Country Office is deeply committed to safeguarding the well-being of all affected populations, with an emphasis on ensuring protection and security for the vulnerable targets.

In line with WFP’s Gender Policy (2022), the office also seeks to achieve equitable access to food security and nutrition, tackle the root causes of gender inequalities, and empower women and girls. They are steadfast in their efforts to create a safe and inclusive environment, fostering zero tolerance towards any form of violence, harassment, or discrimination.

To realize these objectives, the recruitment of a dedicated Programme Policy Officer is of paramount importance. This officer will be instrumental in formulating and executing strategies, policies, and initiatives aimed at ensuring the protection and meaningful access to essential services for those affected. Collaborating closely with government entities, local stakeholders, and partners, the officer will strengthen coordination efforts and integrate protection considerations across the country.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Deputy Country Director Operations, the incumbent will have the following duties/responsibilities for which he/she will be accountable for :

  1. Undertake protection analyses of issues that are impacting WFP beneficiaries and their communities and the linkages to food security and food assistance;
  2. Advise WFP and partners on the integration of protection in food assistance programmes;
  3. Integrate protection considerations relevant for food security and food assistance into WFP’s tools

and processes;

  1. Complaints and feedback mechanism and reporting system for protection;
  1. Safe delivery of assistance;
  2. Contribute to the revision and potential development of corporate guidance and materials on Gender, Protection and AAP, and ensure harmonization with other corporate guidance;
  3. Contribute to the development of guidance on Gender in the corporate Country Strategic Plan (CSP) guidance and other relevant corporate tools;
  4. Contribute to develop guidance and tools that can provide correct understanding and guidance to the Country Office on how to prevent and mitigate GBV concerns in the programme;
  5. Ensure adequate inclusion of GBV in any gender capacity needs assessments and development plans for WFP employees;
  6. Develop or provide inputs in Gender Equality Office documents, reports, briefs, talking points, presentations and similar on Protection, Gender, and AAP may be required;
  7. Staff training and capacity-building;
  8. Inter-agency coordination and representation.

DELIVERABLES AT THE END OF THE CONTRACT:

    1. Protection, gender and accountability risks and related mitigation actions are identified and assessed at the analysis phase,
    2. Communities WFP serves are at the centre of its interventions.
    3. The operationalization of the Protection and Accountability Policy (2020) and Disability Inclusion Road Map (2020–2021) is reinforced through the identification of progressive result areas and activities that can contribute to better community engagement practices within WFP programming.
    4. Safe, inclusive, and accessible channels through which affected people can ask questions, voice concerns, raise complaints and provide feedback on programmes/activities are functional in CAR;
    5. CAR programmes relevance and effectiveness are enhanced from the integration of CFMs performance; also timely identification and mitigation of risks are facilitated and trust among WFP stakeholders is fostered;
    6. Child Protection is integrated in WFP programmes in CAR;
    7. PSEA concepts, principles and best practices are mainstreamed into operations, core learning modules and tools;
    8. Protection, Gender, and AAP dimensions are captured in all CAR Office documents, reports, briefs, talking points, presentations;
    9. WFP staff and CPs staff training and capacity-building in the area of Protection, Gender, and AAP is ensured, inclusive of refresher sessions;

REQUIRED QUALIFICATIONS & EXPERIENCE:

Education: Master’s degree in Gender Studies, International Development, Social Work, Social

Sciences or related fields and/or First University Degree with additional years (2 years) of related work experience and/or training/courses.

Experience:
  • Minimum 5 years of relevant professional experience;
  • Familiarity with WFP’s programmatic approaches and cross-cutting priorities (Gender, Disability Inclusion, Indigenous Peoples, among other topics) is desirable;
  • Experience designing, implementing and/or monitoring GBV prevention and mitigation interventions an asset;
  • Experience in assessing capacity development needs and developing learning initiatives, including blended online-in-person training, ideally with a focus on Protection;
  • Previous experience working in an international organization and/or UN organization/WFP is considered an asset.
Knowledge & Skills:
  • Ability to work independently, in a timely and organized manner.
  • Willingness to explore and experiment new ideas and approaches in own work.
  • Ability to work in a team and multi-task as needed.
  • Good interpersonal skills and ability to work in multi-cultural settings that involve diverse stakeholders;
