Org. Setting and Reporting

The Executive Office of the Secretary-General works as a coherent and cohesive team to support the Secretary-General (SG) in pursuit of his vision, priorities, and policies. The Office assists the SG and his leadership team in fostering executive direction, coordination, and cooperation in the work of UN Departments and Offices, as well as Agencies, Funds and Programmes, and in its engagement with Member States and partners.

Reporting to the Director of the Strategic Planning and Monitoring Unit, the Programme Officer contributes to the advancement of the Secretary-General’s priorities by supporting the development and implementation of strategic initiatives. This position involves project management, policy research and writing, as well as policy coordination to ensure a unified approach towards achieving the organization’s strategic goals.

The EOSG, under the guidance of the Secretary-General (SG), work as a team pursuing in a cohesive and coherent manner, the SG’s vision, priorities and policies for his second mandate in office. It seeks alignment of the United Nations family with the SG’s vision, priorities and policies. It is guided by the necessity of securing the highest standards of efficiency, competence and integrity and of achieving gender and regional balance among staff.

All EOSG unit will support the EOSG senior officials, as appropriate, depending on the tasks at hand, regardless of which senior official they formally report to, and will work together through a matrix team approach, as necessary, to ensure EOSG leads by example on integration and cross-pillar work.

Responsibilities

The Programme Officer is responsible for the following duties:

  • Contributes to the development and implementation of strategic initiatives aligned with the Secretary-General’s priorities and goals.
  • Supports the project management of strategic initiatives to ensure seamless coordination, timely delivery, and measurable impact.
  • Coordinates cross-cutting activities and collaborates with other units within the Executive Office, as well as with other departments and offices across the organization, ensuring a cohesive and integrated approach to the implementation of strategic initiatives.
  • Coordinates and conducts policy research and analyses, providing inputs to speeches, talking points, and background notes for the Secretary-General, Deputy Secretary-General, and Under-Secretary-General for Policy.
  • Processes incoming correspondence of the Secretary-General, assigned to the Strategic Planning and Monitoring Unit.
  • Contributes to statements, speeches, messages and policy advice for senior staff members and leadership, collaborating with other departments and units across the organization.
  • Provides substantive support to the planning and execution of high-profile events, conferences, and meetings related to the Secretary-General’s priorities.
  • Stays abreast of global trends, best practices, and emerging issues relevant to the Secretary-General’s priorities.

Education

  • Advanced university degree (Master’s or Doctorate degree, or equivalent) from an accredited educational institution in political science, international relations, public administration, law, economics, or a related discipline, is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

  • At least seven years of progressively responsible and relevant experience in programme management, policy analysis, or related fields is required.
  • Experience within the UN Secretariat and UN agencies, funds or programmes is required.
  • Experience working with the UN System in field assignments is required.
  • Experience working on cross-pillar and crisis/emergency response assignments is required.
  • Demonstrated understanding of frontier technologies, scientific advancements, and digital cooperation is required.
  • Proven track record in the advancement of innovative and forward-looking initiatives and successfully managing and implementing related projects is required.
  • Demonstrated proficiency in supporting strategy development, policy research, public information, and reporting is required.
  • Experience in policy coordination, including supporting organization-wide working groups and working collaboratively across diverse teams, is desirable.
  • Experience in planning and executing high-profile conferences and summits related to international affairs is desirable.
  • Experience in stakeholder management, member state engagement, and resource mobilization is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required.
