The purpose of the assignment is to assess and document project outcomes and insights from the PGEN interventions in a report.

The emphasis of the study will be to assess the greenpreneurs’ experience journey of Pacific Greenpreneurs Incubator and Accelerator program participants, assessing the performance of the project against the results chain. GGGI is particularly interested in understanding PGEN’s roles in stimulating changes at three levels: skills development of greenpreneurs at the individual level, growth of MSMEs at the institutional level, and potential scaling of green jobs as a sector within the local ecosystem at the systems level.

The Report should determine the short-term impact of the project across the intended project outcomes and intermediate outcomes, as well as draw comparisons to similar entrepreneurship programs where relevant. The Report should also generate key recommendations, learnings, and/or considerations for the design of future similar projects in the Pacific context.

Expertise Required:

  • A university degree (master’s degree or equivalent) in a discipline related to Monitoring, Evaluation & Learning, entrepreneurship, sustainability, economics, business or international development/cooperation;
  • Minimum of 5 years relevant professional experience in one or more of the above-mentioned disciplines, with a strong preference for at least 3 years’ experience in conducting independent evaluations at impact and program levels.
  • Proficiency in synthesizing qualitative data (video and written testimonials, evaluation feedback, blogs), conducting interviews, facilitating focus group discussions, and employing other relevant data collection techniques.
  • Proficiency in data analysis using relevant statistical tools and qualitative analysis techniques.
  • Strong analytical and report writing skills, with the ability to communicate complex findings in a clear and concise manner in English.
  • Strong command of Microsoft Word, Excel and Microsoft PowerPoint software;
  • Knowledge and experience in evaluation methodologies related to green entrepreneurship, small business support, social and/or environmental impact or economic development in the Pacific region is preferred.
