Position description

Org. Setting and Reporting

This position is located in the Resources Management Unit of the Sustainable Energy Division of the Economic Commission for Europe, based in Geneva, Switzerland.

Reporting to the P5 Chief, Resources Management Section, the incumbent is responsible for supporting the implementation of the programme of work of the Committee on Sustainable Energy and its subsidiary bodies, in particular, the Expert Group on Resource Management. The incumbent is expected to carry out concrete, result-oriented activities that are to be developed and implemented with the active participation of UNECE member States, representatives from the energy, business, and financial sectors and civil society, international organizations, independent experts, and academia.

Responsibilities

Within delegated authority, the incumbent will carry out the following duties:

Economic or sector analysis

  • Monitors developments and trends in sustainable resource management and opportunities to apply and further develop the United Nations Framework Classification for Resources (UNFC) and the United Nations Resource Management System (UNRMS) in the UNECE region and beyond.
  • Designs and conducts case studies on the application of UNFC and UNRMS.
  • Provides technical inputs on the application of UNFC and UNRMS for different resource sectors and geographical contexts.
  • Develops recommendations pertaining to the application of UNFC and UNRMS in the UNECE region and opportunities for sustainable resource management in the region..
  • Formulates proposals for development strategies, policies and measures related to sustainable resource management and circular economy for presentation to intergovernmental bodies and others.
  • Attends international, regional, and national meetings to hold discussions with representatives of other institutions on issues related to sustainable resource management including resource classification.
  • Organizes expert group meetings, workshops, seminars on sustainable resource management and related topics.
  • Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support

  • Provides substantive support on the application of UNFC and UNRMS in the UNECE region and beyond to the Committee on Sustainable Energy and its subsidiary bodies, including the Expert Group on Resource Management.
  • Represents the Sustainable Energy Division at international, regional and national meetings when required.

Technical cooperation

  • Designs and monitors technical cooperation projects related to the application of UNFC and UNRMS.
  • Undertakes missions to member States, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
  • Prepares global, regional, national or sector analyses that provide a basis for advising national governments on sustainable resource management issues.
  • Conducts training seminars and workshops for government officials and others.

General

  • Supports junior staff, reviewing their work and providing feedback.
  • Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
  • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service;
  • Undertakes on-the-job and other training activities, both internally and externally.

Competencies

  • Professionalism: Knowledge of sustainable resource management and classification. Technical knowledge of the United Nations Framework Classification for Resources (UNFC) and the United Nations Resource Management System (UNRMS). Ability to apply economic theories and concepts in different sectors of economic and sustainable development. Ability to conduct independent research on economic topics, determine suitability, validity and accuracy of data provided by different sources. Ability to identify and develop sources for data collection. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education

  • An advanced university degree (Master’s or Doctorate degree, or equivalent) in economics engineering, geology, environmental sciences, or related fields is required. A first-level or advanced degree (Bachelor’s degree, or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience

  • A minimum of seven years of progressively responsible experience in energy, resource management and sustainable development is required.
  • At least two years of experience in the United Nations Common System, or similar international organization, is desirable.
  • Experience in applying UNFC to energy and mineral resource projects, including via case studies, is desirable.
  • Experience working with UNECE member States is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat and Russian is a working language of ECE. For the position advertised, fluency in English is required and knowledge of French or Russian is desirable.
