The 2022 UN Board of Auditors cited UNICEF for having over 70% of its regulatory content outdated. DFAM are the business owners of 31% of the regulatory content in the RFL. SRM owns 19 key documents that have an impact on the global operations for which 95% are overdue and need revision and need to be migrated into the new RFL templates.

How can you make a difference? 

 The scope of work for this consultancy is as follows:

  1. Work with the responsible managers in SRM Unit of DFAM to capture the current process and workflows for their regulatory content.
  2. Lead on consultations with relevant stakeholders to update outdated policies and procedures for SRM
  3. Update the policies and procedures to current template and coordinate with DFAM policy focal point to publish to the regulatory framework library
  4. Work with responsible managers within other DFAM units to update outdated documents to the current template.
  5. Work with DHR policy unit to update documents to current policy and procedure template (49 documents)

To qualify as an advocate for every child you will have… 

  • A professional certification (CA, ACA, ACCA, CPA; etc.) from an internationally recognized, accredited chartered accountancy institution is required, along with a first-level (Bachelor’s) university degree; an advanced university degree (Master’s) in financial management related fields such as Accountancy or Finance with first-level university degree in accounting may be accepted in lieu of professional certification if the candidate has significant experience in financial accounting and reporting. Preference will be given to candidates holding a professional qualification.
  • A minimum of eight (8) years of relevant professional experience in the field of financial accounting and financial auditing 
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Experience in working with International Financial Reporting Standards (IFRS) or International Public Sector Accounting Standard (IPSAS).
  • Experience working with SAP.
  • Experience in the non-profit sector or working in the United Nations (UN) system.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
