In close coordination and, in any case, under the supervision of the AICS Addis Ababa Head of Office and the sector Manager, he/she shall be requested, in relation to the assigned Programme, to:
- Perform management functions, with a high degree of responsibility;
- Coordinate the human and economic resources intended for the implementation of the assigned Programme;
- In compliance with the objectives, the project documents and with the procedures adopted, ensure the overall effective management of the assigned Programme in coordination with the EU Delegation, AICS Headquarters, all relevant institutions, partners and stakeholders;
- Ensure, in collaboration with the project partners, the implementation, review and eventual adjustment of the assigned Programme;
- Ensure effective coordination and dialogue between AICS, line Ministries, implementing partners, service providers, International Organizations, NGOs and all other relevant institutions or actors involved in the assigned Programme;
- Manage, in agreement with the Head of the Office and the sector Manager, relations with the strategic actors (donors, institutional counterparts, NGOs, International Organizations etc.) related to the assigned Programme;
- Manage the M&E activities of the assigned Programme;
- Prepare (or supervise the preparation of) reports on the activities carried out and technical data sheets on the assigned Programme;
- Prepare (or supervise the preparation of) information and/or dissemination material related to the assigned Programme;
- Perform regular field visits in the areas of intervention with the purpose of monitoring the progress of the assigned Programme;
- Provide assistance, in the framework of the assigned Programme for the preparation of the documentation with regards to all procurement procedures (for works, services and supplies) and to call for proposals.
- Take part in any coordination groups on Programs/Projects and/or on topics of interest/expertise;
- Collaborate with the managers/contact persons of other initiatives and/or activities of an inter-sectoral nature connected to the Programme of competence;
- Set up and implement feasibility assessment, evaluate, modify and choose the most suitable methods for the realization of the initiatives, analyse new methods for carrying out the initiatives;
- Provide assistance and ensure coordination with the thematic desk at AICS Addis Ababa and AICS Rome;
- Coordinate with the Thematic Sectors of AICS Addis Ababa in order to create synergies and align the interventions in the sector with the institutional and non-institutional partners;
- Coordinate with other EU funded Programmes/Projects implemented by AICS Addis Ababa;
- Act, when necessary, as Responsible of Procedures (RUP) for procurement tenders and/or calls.
- Perform any further activity that is deemed necessary by the Head of Office and the sector Manager of AICS Addis Ababa.
Essential requirements:
- Being at least 18 years old;
- Being medically fit for employment;
- Full enjoyment of political and civil rights;
- Not having reported, in the three-year period preceding the date of expiry of the present vacancy announcement, an insufficient performance assessment (“scarce” or “insufficient”) in the framework of employment contracts signed with AICS;
- Not being subject to legal actions concerning the application of preventive measures, both in Italy and abroad;
- Not having been dismissed, dispensed, declared lapsed or fired from employment in a Public Administration, both in Italy and abroad;
- Having a Master’s Degree / Specialist Degree / Old Italian system degree or comparable foreign qualification relevant to the programme sector (international development cooperation programme management) or Master’s Degree / Specialist / Old Italian system or comparable foreign qualification in another sector accompanied with at least 5 years’ experience in the programme sector (international development cooperation programme management). Alternatively, possession of a Bachelor’s degree / First level degree or comparable foreign qualification relevant to the programme sector accompanied by at least 3 years of experience in the same sector or Bachelor’s degree / First level degree or other comparable foreign qualification in another sector accompanied by at least 8 years of experience in the programme sector of the selection notice;
- Possession of proven experience of at least 5 years as a Programme Manager in international development cooperation programmes or, alternatively, at least 10 years in the same position of this vacancy, regarding similar topics envisaged in this selection notice;
- Advanced level in written and spoken English (C1 Level – Common European Framework of Reference);
- Proficiency level in written and spoken Italian (C2 Level – Common European Framework of Reference);
- Knowledge and consistent effective use of IT office suite applications.
Preferential requirements:
- To have gained at least 2 years’ experience at foreign offices of the DGCS/MAECI and/or AICS as Programme Manager or in other comparable positions;
- To have professional experience in a European Union funded programmes;
- To have professional experience in Ethiopia;
- To possess a knowledge of the English languages equivalent to a level of the Common European Framework higher than that provided for in the essential requirements referred to in the art. 2, point 2.1, letter i);
- To have knowledge of GIS, Database software or data analysis programmes;
- To be in possession of post-graduate specialization Master’s Degree (i.e. II Level Master’s Degree) or PhD related to the programme sector
Gross annual salary: € 75.664
Gross annual allowances (recognized only if the tax residency of the employee is not established in Ethiopia): € 92.110
