Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The newly adopted “Regional Framework Towards Peaceful, Inclusive Societies: Advancing the Women, Peace and Security Agenda and Inclusive Governance in the Asia Pacific Region (2023-2027)” lays out the direction of UN Women’s Governance, Peace and Security (GPS) portfolio in Asia-Pacific. The Framework has a dual focus on the advancement of the Women Peace and Security (WPS) agenda and inclusive governance in the region. The WPS component spans the support to the development and implementation of WPS National Action Plans (NAPs); conflict prevention, building peace and resilience; prevention of violent extremism; and women’s participation and leadership in emerging or non-traditional security issues such as climate security, cybersecurity and digital peacebuilding. The Inclusive Governance component comprises women’s access to justice; gender-responsive budgeting; and promotion of women’s leadership, including women’s political participation.

Reporting to the Regional Advisor, Governance, Peace and Security, the National Consultant works with and provides support to the Governance, Peace and Security (GPS) Unit, in close collaboration with the GPS Program Associate. The National Consultant provides administrative, logistical, and financial assistance to the unit to enable smooth development and implementation of the unit’s projects.

Duties and Responsibilities

1. Provide administrative and logistical support to the implementation of programmes

  • Provide administrative support in the preparation of work plans, budgets, and programme proposals;
  • Support delivery and reporting of programme activities and finances;
  • Support the gathering and compiling of data and information for the preparation of reports.

2. Provide administrative support to the financial management of the Unit

  • In conjunction with the Program Assistant, create projects in Quantum system, prepare budget revisions, revise project awards and status, determine unutilized funds and support operational and financial close of projects;
  • Provide administrative support in monitoring and preparation of budget and the finances of projects;
  • Create requisitions in Quantum for unit projects; register good receipts in Quantum.

3. Provide administrative support to the Unit

  • In conjunction with the Program Associate, undertake logistical, administrative and financial arrangements for meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Assemble briefing materials and prepare PowerPoint and other presentations.

4. Facilitate knowledge building and knowledge sharing

  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Expected Deliverables and Timelines

Monthly Status Report to be submitted. This report will include updates on progress in the following areas of work:

  1. Provide administrative and logistical support to the implementation of programmes, including supporting work plans and reporting.
  2. Provide administrative support to the financial management of the Unit, including supporting monitoring and preparation of budgets.
  3. Provide administrative support to the Unit, including supporting arrangements for meetings, workshops, events, and missions.
  4. Facilitate knowledge building and knowledge sharing, including by supporting staff and partners on programme and operations related issues.
Due date on the 25th of the month

Supervision
The consultant will be supervised by the Regional Advisor, Governance, Peace and Security.

Contract Period and Work Location
This is a full-time contract, working 20 days/month, and based in Bangkok, Thailand.

Required Skills and Experience

Education:

• Completion of secondary education required.

• Bachelor’s degree in Business, Marketing, Communications or Public Administration is an asset.

Experience:

• At least 6 years of progressively responsible experience in administration or programme management support;

• Experience in the use of Quantum is an asset.

Language requirement:

• Fluency in English and Thai is required;

• Knowledge of another UN official working language is an asset.

Evaluation
Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria: Technical Evaluation Criteria Obtainable Score
