About this position

The Sanctions Officer (SO) is the first tier (first instance) of the IDB Group’s Sanctions System. The Sanctions System addresses allegations of prohibited practices—including corruption, fraud, coercion, collusion, obstruction, and misappropriation—in IDB Group-financed operations. The Office of Institutional Integrity (OII) investigates such claims and submits Statements of Charges and Evidence (SOE) to the SO. The SO’s duties include a thorough examination of the SOE, overseeing the presentation of counterarguments and evidence by those under investigation, and adjudicating the validity of the allegations based on the evidence. If an allegation is substantiated, the SO imposes sanctions in line with the established Sanctions Procedures.

The IDB Group is searching for a bilingual consultant, proficient in English and Spanish, to deliver comprehensive administrative support to the Office of the Sanctions Officer (SOO).

What you’ll do:

The selected candidate must be self-directed and highly organized and will be expected to perform, among others, the following tasks:

 

  • Provide comprehensive resource planning and administrative support to the SOO while overseeing the administrative budget execution, ensuring efficient and timely use of resources, including expense documentation, payments processing, planning procurement, expense projections, transfers, and reclassifications.
  • Prepare budget analytics and reports, manage P-card purchase workflows, coordinate with the relevant officer, handle reclassification requests, and maintain up-to-date documentation on administrative processes and budget reconciliations.
  • Coordinate with BDA on annual budget planning and execution, ensure internal documentation for administrative and budget procedures and system reconciliations is current, keep SOO personnel updated on procedural changes, and monitor compliance with the Bank’s mandatory training requirements.
  • Manage the contracting process and oversee individual consultants and firms in compliance with HRD and Corporate Procurement regulations, encompassing requisitioning in SAP and TALEO, recording contracts in Service Central, and processing contractual amendments and agreements.
  • Organize the SO schedule, manage internal and external meetings, prepare agendas, document minutes, and track action items. Coordinate all travel-related administrative tasks for the SO, such as making reservations, ensuring visa compliance, and processing travel authorizations.
  • Orchestrate logistics for internal and external events, including creating presentations, managing speaker contracts, arranging travel plans, and coordinating event services.
  • Administer case files by ensuring all records are systematically organized in physical and digital formats, update the Case Management System, and maintain the Ez-Share electronic repository.
  • Execute logistical and administrative duties for issuing Notices of Administrative Action, which involves producing copies, verifying consistency, assembling binders, confirming addresses, and overseeing courier dispatches to ensure prompt delivery.
  • Generate and present statistical data, graphs, and results to aid in crafting tailored reports, including periodic reports for the IDB Group Board of Directors.
  • Craft and refine essential communications, including memos, and edit and proofread documents as directed by the SO.

 

What you’ll need:

  • Education: Technical studies or associate degree or equivalent in Business Administration, Information Technology, Data Management, or related fields.
  • Experience: Between 2 and 5 years of relevant professional experience.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Requirements:

  • Citizenship1: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
  • Remote Modality: The selected candidate will not provide services from the Bank’s office and will not be provided a physical space on the premises of the Bank’s Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank’s office. Access to the Bank’s systems will be arranged in coordination with the Bank.

  • Type of contract: National Consultant (National Remote Modality)
  • Length of contract: 12 months renewable up to a total of 36 months.
  • Work Location: Remote.
