Org. Setting and Reporting
The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), in Bamako.
The Administrative Officer will report to the Senior Administrative Officer under the overall leadership of the Director of Liquidation Team (DLT) within the Liquidation team. S/he contributes to the implementation of the liquidation entity mandate by providing professional, logistical and administrative support required for the fulfilment of the mandate, including such areas as budget, finance, human resources management, logistics, communications, transport, air operations, etc.
Responsibilities
Within delegated authority, the Administrative Officer will be responsible for the following duties:

General Administration
• Assists with the development of internal control mechanisms for the effective implementation of the Delegation of Authorities.
•Works with MSD services for development of SOP to improve business processes.
•Assists the Office of the Director of Liquidation Team (DLT) in promoting/establishing/reviewing strategic administrative policies, procedures, practices, standards and tools consistent with UN policy and practice.
•Assists with all business performance initiatives to streamline utilization of Liquidation Entity human and assets resources.
•Prepares concise reports, assessments, rationales, and presentation to facilitate decision-making on policy and operational issues and produces major/complex reports, providing substantive input in preparation for management.

Human Resource Management
• Effectively coordinates actions relative to the administration of human resources activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
• Defines conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.

Budget and Finance
• Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the Programme Budget and allotments issued.
• Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
• Defines requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
• Develops procedures and implement same to ensure that accounting and financial management controls are
consistent with UN policy and practice.
• Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
• Provides guidance and leadership to more junior staff.
• Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, or related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience
• A minimum of five (5) years of progressively responsible experience in human resources, budget, finance or general administration is required.

• Experience in handling complex organizational issues in a post-conflict environment at the international level is required.

• Hands-on experience in drafting reports and guidance documents/policies/standard operating procedures based on UN administrative/financial policies and practices is required.

• Experience working with ERP tools such as UMOJA is desirable.

• Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French (both oral and written) is required.
