Org. Setting and Reporting
The position is located in the Staffing Diversity and Outreach Section, Strategic Talent management Service, GSPD/Office of Human Resources, and will be stationed at the Resident Coordinator’s Office in Beijing, China. The incumbent will be responsible for supporting a variety of human resources initiatives, including developing talent acquisition sourcing strategies; conducting labour market research/analysis; conducting strategic communication campaigns for talent attraction; identifying and building talent sourcing capabilities and enabling sourcing tools to attract qualified candidates; building partnerships with the government, universities and professional associations institutions to support the implementation of geographical diversity, gender parity and disability inclusion strategies.
Responsibilities
Under the general supervision of the Chief of the Staffing Diversity and Outreach Section (SDOS) and the designated Programme Management Officer in the Resident Coordinator’s Office, the incumbent will be responsible for following duties:

Talent sourcing

• Develops talent acquisition sourcing strategies, using new technologies, media channels, software and networks, in support of UN strategic goals;
•Provides advice and support to the Chief of SDOS and the Resident Coordinator’s efforts on sourcing talent;
• Initiates and coordinates effective working relationships with national partners to facilitate implementation of project activities, as well as monitoring and evaluation;
• Supports the implementation of the UN Secretariat’s strategies on geographical diversity, gender parity, and the disability inclusion;
• Conducts job specific outreach to attract qualified candidates from target Member States;
• Establish focal points from the Government to work in close partnership with the UN Secretariat on talent outreach and talent sourcing.
• Conduct labour market analysis to understand the talent supply that matches the current and future key work capability demand.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting;
• Conduct focus groups and interviews with UN employees and other stakeholders to complement the quantitative analysis and enhance the insights.
• Research on effective job portals, communication channels, news and media outlets and appropriate tools to reach the right talent;
• Identify and partner with a local or a regional marketing agency for enhanced employer branding.

Talent Outreach support

• Develop training programmes for applicants on writing and interview skills to help nationals be more competitive in the selection process.
• Identify and partner with the government, universities and professional associations on developing skills aligned with the work capabilities and prepare candidates for the Young Professional Programme (YPP) exam;
• Develop a project plan for positioning the ‘UN Model’ and career workshops in primary and secondary schools to inspire young students for a career;
• Organize and conduct talent outreach events targeting university students in China and overseas and young civil servants.

Other duties

• Provide regular updates on the progress of work under talent sourcing and talent outreach support activities.

Education
An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible experience in human resources management, administration or related area is required.

Two years or more of experience in data analytics or related area is desirable.

Experience in recruitment/talent acquisition is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Chinese is required. Knowledge of another official United Nations language is an advantage.
