Duties and Responsibilities
THE ORGANIZATIONAL SETTING
The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach that monitors all States on a continuous basis.
The incumbent reports to the Chief, Safety Management Section, with whom s/he consults on work-related issues and from whom s/he seeks advice and guidance on assignments. The incumbent carries out duties and responsibilities to support the practical application of advanced safety risk management methodologies and tools (e.g. Bow-tie, Systems-Theoretic Accident Model and Processes (STAMP)), and supporting strategies for the development of safety intelligence in ICAO Annex 19 – Safety Management, as are assigned to her/him by the Chief. The incumbent will be expected to work as part of a team, support the work of expert groups to address specific case studies, and coordinate with other sections within ANB, the Capacity Development and Implementation (CDI) Bureau and with the ICAO Regional Offices to achieve identified Safety Management deliverables in line with the guidance provided by the Chief.
MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)
Under the guidance of the Chief, Safety Management Section (C/SM) and relevant Expert Group Secretaries, achieving the following results:
• Support the ongoing work of expert groups in identifying appropriate case studies and applying advanced safety risk management methodologies and tools, as well as supporting strategies for the development of safety intelligence, including, but not limited to the Safety Management Panel (SMP), the Flight Operations Panel (FLOPSP), the Dangerous Goods Panel (DGP) and the Advanced Air Mobility Study Group (AAM SG); and
• Draft working papers, meeting reports, studies and other material documenting the results of applying the advanced safety risk management methodologies to the specific case studies.
Function 2 (incl. Expected results)
Under the guidance and supervision of the Chief, Safety Management Section (C/SM), achieving the following results:
• Plan and coordinate briefings, meetings, conferences, symposia, seminars and other events, related to the implementation and promotion of advanced safety risk management methodologies and supporting strategies for the development of safety intelligence; and
• The development of workshop material related to advanced safety risk management and supporting strategies for the development of safety intelligence.
• The identification of initiatives needed to support the development of capacity across the aviation community to apply effective advanced safety risk management methodologies and tools.

Perform other related duties as assigned.

Qualifications/special skills
Education:
Essential
• A first level university degree in an aviation related technical field or equivalent qualifications and experience.
Desirable
• An advanced-level university degree (Master’s degree or academic equivalent) or continuing education in the area of systems safety and advanced safety risk management, including exposure to risk management methodologies such as STAMP and Bow-tie.
Professional experience and knowledge:
Essential
• A minimum of 5 years of experience working in an aviation-related environment in a technical aviation safety role.
• A minimum of 5 years of experience at the international or regional level in the field of civil aviation working in a multicultural and multidisciplinary environment.
• Experience applying a variety of safety risk management tools.
• Experience coaching multidisciplinary teams.
• Knowledge of ICAO safety management related Standards and Recommended Practices (SARPs) and associated guidance material.
• Knowledge of project management and experience in the use of project management tools, methods, processes and techniques.
• Proficiency in MS Office applications (Word, Excel and PowerPoint).
Desirable
• Experience as a participant of aviation-related subject matter expert groups.
• Experience working at any of the service providers required to implement SMS in Annex 19: approved training organizations, aircraft operators, approved maintenance organizations, organizations responsible for the type design or manufacture of aircraft, engines or propellers, air traffic service providers or certified aerodromes;
• Experience in implementing safety management systems.
• Working knowledge and experience related to civil aviation regulations, including familiarity with internationally recognized regulatory systems, such as those developed by the United States Federal Aviation Administration (FAA), European Aviation Safety Agency (EASA) or the Interstate Aviation Committee (IAC/MAK).
• Knowledge of ICAO functions, organization, and international activities.
