The British Embassy in Ankara is part of a world-wide network representing British political, economic and consular interests overseas and is now looking to hire a Human Resources Manager.
Main purpose of job:
This position requires a highly experienced and enthusiastic person, with extensive knowledge of the Turkish labour market and legislation, and ready to get up to speed quickly on contributing to the HR agenda of the Turkey Network. He/she will be responsible for delivery of all HR services in Ankara, and support designing and implementing HR policies within a large and diverse organisation across Turkey Network. The successful candidate will report directly to the Head of HR, Turkey Network and work in close collaboration with the HR Hub and Network Senior Leadership Team (SLT).
Roles and responsibilities:
- Manage the Country Based Staff (CBS) Human Resources matters in close liaison with HR Hub, Line Managers, Job Holders and TN SLT. Provide HR advice and support to all staff in line with labour law and FCDO guidance.
- Oversee terms and conditions of service (TACOS) for CBS and co-lead on reviewing and amending TACOS in close consultation with Senior Managers, HR Hub, Head of Corporate Services, Legal Adviser and CBS Representatives to ensure compliance with local labour law and FCDO guidance.
- Provide subject matter expertise for queries on Employee Lifecycle matters, review CBS employment offers and contracts as needed.
- Provide Senior Managers with expert advice on compliance and draft policies outlining risks, benefits and legal obligations.
- Provide support to Line Managers and Jobholders about conflict management, disciplinary procedures and managing poor performance process. Update Senior
- Managers and give advice on options and risks. Seek legal advice, if necessary.
- Provide payroll data and process overtime and other payment claims on a monthly basis.
- Manage local disciplinary and misconduct procedures, advise and guide the SLT on bullying, harassment and discrimination issues, prepare minutes of disciplinary meetings and follow up of cases until completion.
- Prepare all legally required documents in case of redundancy, dismissal, resignation.
- Seek advice and follow up of legal cases liaising with the legal advisor. Update Senior Managers on progress and outcomes.
- Oversee performance management process for CBS, monitor submission and moderation of appraisal reports including communication with staff and the calibration committee.
- Build and maintain collaborative and supportive relations with the HR Hub, Senior Managers and CBS Representatives.
- Offer guidance and support to staff and line managers where required.
- Deputise for the Head of HR during periods of absence.
Our Ideal Candidate shows:
- 5+ years of Human Resources Generalist or related experience;
- A minimum of a Bachelor’s degree or equivalent professional experience in Human Resources;
- Strong knowledge of Turkish labour laws;
- Strong communication and customer engagement;
- Strong numerical skills;
- Advanced analytical and strategic thinking ability;
- Advanced knowledge of MS Office software (Word, Excel, PowerPoint, Outlook and Visio);
- Excellent team player, confident, reliable, resilient and able to work with minimal supervision;
- Proven communication skills with the ability to clearly articulate messages to a variety of audiences;
- Good negotiating and influencing skills;
- Ability to pay close attention to detail and follow-up on outstanding issues;
- Proven record of handling sensitive employee relations matters.
Nice to have:
- Coaching and mediation experience;
- Work experience in multinational organisations;
- Good IT skills.

This is a full-time permanent contract for 5 working days (36.25 hours net) per week.
The monthly salary for this position is $ 2,900 USD gross, paid in 12 instalments, Executive Officer (EO) grade. Please note that staff members are responsible for paying any income tax required by local law.
All applicants should have the right to live and work in Turkiye. The British Embassy does not sponsor for work permits.
The successful candidate will be subject to professional background check, security clearance and a probation period of 2 months.
Staff recruited locally by the British Embassy Ankara are subject to Terms and Conditions of Service according to local Turkish employment law.
