JOB CONTEXT

As a pilot phase for 1 year (with potential extension for longer period), a full-time (junior) function is being created at the Brussels Headquarters of PostEurop to give efficient support to the evolving activities of the Association in the regulatory area, considering the latest developments in the political, social, environmental and business context.

 

PRIMARY OBJECTIVES OF THE JOB

The primary objective of the position is to give analytical, content-related support to the work of the:

  • European Union Affairs Committee (EAC)  
  • The European Union Affairs Committee (EAC) plays an important role in gathering postal regulatory experts from the 27 EU countries plus Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom. It is a European centre of excellence on postal regulatory affairs.
  • The EAC contributes to shaping the European regulatory environment, mitigate the effects of regulation on the postal sector and give Members a voice in the process. As a forum for debate and discussion, the EAC increases understanding about the EU regulatory framework, fosters the exchange of insights and expertise amongst members, provides operators with an important link to EU institutions as well as initiates lobbying activities on regulatory topics impacting the postal industry.
  • Focus areas: E-Commerce; Data protection; Digital services; Postal directive; Sanctions & embargoes; Standardisation; VAT; Transport & environment; Environment, social and governance (ESG) reporting.
  • ESG Transversal (ESG-T)
  • The Environment, Social and Governance Transversal (ESGT) is a newly formed transversal aimed at helping members to achieve a wider knowledge and actions considering the regulatory, operational and market developments within the Sustainability and ESG agendas.  It monitors and analyse regulatory, operational and market developments while positioning PostEurop as a committed association in response to the increasingly important and rapidly evolving sustainability and ESG commitments at European and international level while raising awareness among all Members on the need towards a sustainable transformation.  It contributes to increase the external visibility and the communication around the PostEurop’s commitment to sustainability-related issues while improving the coordination with other international stakeholders on this matter.
  • Focus areas: ESG; Social Affairs Committee (SAC); Social Dialogue Committee (SDC); Transport & environment (under European Union Affairs); Environment, Social & Governance Reporting (under European Union Affairs); C17 Initiative Monitoring Activity (under UPU Affairs); Green Postal Forum (Under Best Practice Sharing).

In addition, collateral, limited support will be provided to the Security and Customs Transversal (SCT) and UPU Affairs Committee (UAC), related to possible regulatory files with relevance to the EU affairs.

 

MAIN RESPONSIBILITIES / ACTIVITIES

  • Act as a PostEurop knowledge base related to the 
  • EU postal regulatory files and other key EU regulatory files of postal relevance
  • Sustainability Vision of the Association as well as concerning the relevant aspects of the EU Green Deal and ESG issues
  • Support the content related activities of the relevant Working Groups (WGs) in the EAC, ESG-T (as well as SCT and UAC when needed)
  • Monitor, analyse and share knowledge on the most relevant EU legislative files and follow the related external meetings, events; support the active presence of PostEurop in these fields  
  • Identify and analyse emerging EU regulatory files with postal relevance
  • Work on existing policies to determine how they’re working and to determine their strengths and weaknesses 
  • Support drafting policy and position papers, and suggest amendments to improve the effects of existing regulations, 
  • Support developing new policy recommendations addressing various issues 
  • Draft high-quality memos, policy briefings, presentations and policy analysis
  • Research partner organisations to broaden PostEurop’s experience and influence
  • Assist on putting together consultations on behalf of PostEurop, gaining input from Members and external partners as appropriate

The typical day of a policy analyst may include being in contact with the concerned PostEurop Members, bilaterally and in the related working groups, drafting policies and meeting stakeholders. The policy analyst’s work is organised as a function within the framework of the PostEurop Headquarters, in close co-operation with the relevant colleagues.

KNOWLEDGE, SKILLS & EXPERIENCE

  • Profound understanding of the functioning and experience on the EU institutions relations (at least 2-3 years) 
  • University degree from an accredited institution in a relevant academic field (Economics, Law, Politics…). Master degree will be an asset
  • Deep understanding of the EU (postal) regulatory files 
  • Knowledge on the EU Green Deal and other European and Global sustainability and ESG initiatives 
  • Knowledge of the Postal Sector and understanding of postal business strategies will be an asset 
  • Strategic thinker, organised and structured, capable to support the work of complex international platforms 
  • Ability to work both independently and as a team player in an international environment
  • Ability to act both on practical and on academic level
  • Analytical skills, sense for the details and quick learner
  • Team-oriented/people-oriented, target-oriented working skills
  • Good knowledge of presentation skills, ability to write reports, position and lobbying papers on technical issues in English
  • High flexibility; willing to travel within Europe
  • Excellent command of written and spoken English (and ideally in French) 
  • Knowledge of any other European language would be an asset
  • Responsible, self-starter with attention for details

 

ADDITIONAL INFORMATION

Full-time position (38 hours/week), with main workplace at the PostEurop Headquarters and partial remote work possibility, according to the actual PostEurop policy.
