Description of the Assignment: 


Waste, including marine litter, is one of the most pressing issues in the Philippines and a significant contributor to greenhouse gas emissions (GHG). This complex challenge requires a systemic approach and a shift to a circular economic model. With the generous support of the Government of Japan, and in partnership with the Department of Environment and Natural Resources (DENR), the UNDP Accelerating Nationally Determined Contribution (NDC) through Circular Economy in Cities (ACE) Project is supporting the government in achieving its NDC through enabling and accelerating the country’s transition to circular economy (CE). By doing so, it will help the country achieve economic, social, and environmental goals, while also grasping the potential for substantial and accelerated reductions in GHG emissions across all sectors, while also supporting recovery from the pandemic.


Since the project was initiated in March 2022, the ACE project has supported DENR in the roll-out and implementation of the Extended Producer Responsibility (EPR) Act of 2022, development of the National Circular Economy Baseline Report, and is currently providing technical assistance to DENR in crafting the National Circular Economy Framework. The ACE Project is likewise in the final stages of developing a Circular Economy Knowledge Portal and Circular Economy Data Platform for DENR. The support of the ACE Project to its 5 partner LGUs includes: 1) conduct of rapid ethnography on circular economy; 2) development of portfolio of circular economy solutions; 3) LGU-level baseline data collection on circular economy; 4) value chain capacity building; 5) provision of circular economy equipment; 6) phased design and partial operationalization of Innovation for Circular Economy (ICE) Hubs; 7) green public procurement; and 8) communications, among others.

 

As the ACE Project is coming to its operational conclusion in March 2023, UNDP aims to conduct a culminating activity, which will include a Stocktaking Workshop to gain insights from the project partners and key stakeholders on the project’s results and what future steps could be undertaken for the circular economy portfolio.

 

Period of assignment/services 30-person days
