On 20 May 2022, WHO declared the current drought and food insecurity situation in the Horn of Africa as a Grade-3 emergency. This was done following a 3-level call aimed at assessing the health impact of the food insecurity and drought crisis in the Horn of Africa Region and the current public health risks, identifying urgent critical response needs, and agreeing on the magnitude of organizational support needed across the three levels of WHO. Following this and considering the grave situation prevailing in Somalia where an estimated 7.1 million people are food insecure with 1 million people displaced, the Emergency Relief Coordinator of the United Nations, on 20 August, activated the IASC Systemwide scale-up.
Although WHO stepped up its life-saving interventions last year when the Government of Somalia declared the current drought as a “national emergency”, WHO has continued to expand its support to improve access to health care for the marginalized communities both at the primary health care level and community level in order to prevent deaths and save lives which remained the main mandate of the organization. As such WHO Somalia country office would like to hire a consultant to establish and maintain a supply chain management system for effective delivery and inventorization of drugs and emergency medical supplies in support of WHO’s scaled up operations in the drought and flood -impacted areas.
Working with the relevant staff, programme and the IMST managing the emergency drought response activities in the country office, the consultant will perform the below:
Identity, forecast, and quantify the need for procurement of essential medicine, drugs and medical supplies needed for WHO’s ongoing life-saving interventions being carried out in the hotspots and drought-impacted areas:
- For community outreach services.
- For fixed primary health centres supported by WHO.
- For community-based interventions carried out by community health workers.
- Review and monitor the execution of supply chain and distribution system for WHO’s drought/flood-response operations in terms of identifying minimal critical stock for primary health care and community-based interventions,
- Select appropriate quantities and type of drugs for different types of health services supported by WHO at the PHC and community level.
- Identify the need for maintaining critical stock for three/ six months.
- Monitor the distribution to severely impacted areas.
- Monitor and maintain sufficient critical stock in the pipeline (for ordering and monitoring what is in the pipeline)
- Establish a system for preventing stockouts and overstocks
- Generate stock distribution reports as required
- Provide technical support for in-country contracting, tender management, and supplier selection; measure and evaluate supplier performance to purchase emergency medical supplies.
- Assess the store and warehouse compatibility.
- Determine the best place to position the stock.
- Determine and monitor the expiration date of the stock.
- Check the register and maintain records of inventory.
- Develop a plan for distribution and donation based on actual quantification of need.
- Monitor the use in terms of beneficiaries served.
- Promote rational use of drugs through training and a checklist.
- Train staff on stock management, quantification, and forecasting.
- Train staff on inventory control and management.
Qualifications required:
- Advanced university degree (Master’s level or above) for high end of range (Master’s degree in pharmacy, public health, or any other related disciplines)
- An advanced university degree in the field of pharmacy
- 7 to 10 years of experience in essential drugs supply and management including supply chain management
- Experience in communicating and engaging with stakeholders and high-level experts from different backgrounds
- Demonstrated ability to review and synthesize data and evidence
- Demonstrated experience in supporting and working in a demanding and operationally challenging environment and producing result
- Strong academic credentials and track record in related field, and excellent report writing skills in a policy context;
- Excellent organizational and management skills;
- Diplomacy and communication;
- Willingness to work on multiple tasks simultaneously.
- Strong drive for results and associated work planning skills;
- Excellent knowledge in English
