Job Description:
Procurement Services at the University at Albany/SUNY is looking for an innovative and strategic Associate Director to provide integrity and quality procurement services to the University, thus ensuring the success of the University’s mission to be the nation’s leading diverse public research university.
The landscape of procurement is global, ever-changing, exciting, and fast-moving. This job requires big-picture thinking and providing leadership and coordination of responsibilities to a dedicated Team.
This position interacts with all levels of the University, vendors worldwide, SUNY System Administration, NYS Office of the State Comptroller (OSC), and NYS Office of the Attorney General (OAG). Functional responsibilities include overseeing the processing of purchase requisitions, awarding of purchase orders, effective and efficient preparation of Requests for Information (RFIs), Requests for Quotes (RFQs), Invitations for Bids (IFBs), and Requests for Proposals (RFPs) in accordance with University, SUNY, and New York State (NYS) requirements.
Primary Responsibilities:
- Provide leadership, oversight, and direction to Procurement staff of daily operations and throughout the entire procurement to contract award process.
- Proactively monitor and track procurement requests to ensure timely and accurate processing including develop and maintain metrics for tracking contracts and purchase orders; monitor existing contracts and developing a process for competitively bidding on a timely basis.
- Develop, document, and implement departmental procedures to improve efficiencies and ensure compliance with NYS and SUNY procurement rules including advisement to staff and training while effectively meeting customer requirements.
- Interpret and assure compliance with SUNY policies and procedures, State laws and regulations.
- Provide proactive communication with OSC, OAG, and SUNY regarding procurement activities while maintaining independent authoritative knowledge of policies and regulations.
- Develop highly complex, customized procurements and contracts requiring development of unique specifications and/or integration of many diverse strategic, financial, contractual, and risk management elements to ensure all legal requirements are met and satisfactorily meet the needs of the University.
- Provide problem resolution and research associated with contracts or other purchases.
Requirements:
Minimum Qualifications:
- Bachelor’s degree from a college or university accredited by the U.S. Department of Education or an internationally recognized accrediting organization.
- Minimum of five years of related professional experience in purchasing and/or contract administration.
- Hands-on experience with Request for Proposals, Invitation for Bids, contract development, and negotiation.
- Proficient in the Microsoft Office (Excel, Word, Outlook)
- Demonstrated ability to manage multiple projects and tasks simultaneously.
- Demonstrated ability in effective communications (written and verbal)
- Ability to work both independently and as part of a team.
- Excellent organizational and time management skills, including the ability to prioritize tasks.
- Strong analytical and interpersonal skills

Preferred Qualifications:
- Experience working in a large college or university setting.
- Masters in business-related, contract law legal studies; or equivalent certification
- Applied experience developing and implementing procurement policies and procedures.
Additional Information:
Professional Rank and Salary Range: Associate Director of Purchasing, SL5; $90,000-100,000.
