L’UNFPA est le Fonds des Nations Unies pour la Population. Il oeuvre en faveur du droit à la santé et de l’égalité des chances pour chaque femme, homme et enfant. L’UNFPA est présente en République Centrafricaine depuis 1972 dans le but d’appuyer les premières opérations de recensement général de la population de 1975. Depuis lors, l’UNFPA appui le pays dans la production et la dissémination des données de base sur la population et leur utilisation dans la formulation des politiques et programmes de développement et de réduction de la pauvreté. En outre, l’appui du Bureau de Centrafrique vise à protéger les femmes des grossesses indésirées, des risques liés aux grossesses et aux accouche-ments. Enfin, la protection de la population face aux IST et VIH/SIDA ainsi que le respect de la dignité des femmes et jeunes filles font partie des préoccupations de l’UNFPA Centrafrique. L’UNPA Centrafrique, est actuellement composé de sept staff internationaux et de vingt trois staff nationaux pour la mise en oeuvre du programme critique.

Context

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. Task description

Within the delegated authority and under the supervision of UNFPA Deputy Representative or his/her designated mandated representative(s), the UN Volunteer Grant manager and reporting officer will: • Coordinate and produce timely quality donors’ reports. • Coordinate the production of monthly, quarterly, and annual reports of the Country Office • Coordinate proposals’ writing for resource mobilization. • Contribute to managing grants from various donors. • Generate, manage and promote the use of knowledge and information. • Any other task as assigned by the Representative and Deputy Representative

Requirements

Required experience

4 years of experience in proposals writing and reporting, programme management, monitoring and evaluation, in a related field. • Strong understanding of donor environment, partnership and resource mobilization • Good analytical skills and ability to interpret complex socio-cultural backgrounds as well as quickly obtain an overview of a variety of activities and approaches of national and international actors. • Proven capacity in proposals writing, resource mobilization and reporting both in French and English • Demonstrated leadership, facilitation, and team working skills and ability to establish harmonious working relations in an international and multicultural environment, both within and outside UNFPA • Ability to transfer skills to national staff to further enhance existing skills • Communication skills especially for transfer of knowledge • Working experience in developing results-based M&E frameworks, mechanisms, and tools is desirable. • Prior experience in working in developing countries and humanitarian settings is a strong asset. • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • A good understanding of the UN system in general, and especially UNFPA mandate, policies, and operations, is desirable

Master degree or equivalent in Public Health, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Business management or other related discipline.

Living conditions and remarks

CAR is a post-conflict country. From 2013, a bloody conflict between the Seleka and the Anti Balaka armed groups, over almost the entire territory of the country. Fearing the risk of genocide, the United Nations decided to send peacekeepers to the country, to protect civilians and restore peace. The clashes having ended, entire areas of the country are always occupied by armed groups which continue to commit abuses against populations. Following the Political Agreement for Peace and Reconciliation signed on February 6, 2018 between the 14 Armed Groups and the Government of CAR, the State started to deploy its services, in particular the Armed Forces, the police, the gendarmerie, justice in several regions of the country. The CAR has only one international airport (Bangui M’poko) which provides all air links with the outside and regions of the country. There are aerodromes in the 16 capitals of each Prefecture and in some of sub-prefectures. The road network is very poor, since there is only one main road that connects CAR to Cameroon which is paved. Two seasons alternate the climate in CAR. A dry season and a rainy season spread over 6 months each. The most feared disease is malaria, which kills many people every year. The hotel network is experiencing increasing growth but is still very expensive. In terms of food, there is a wide variety of local and imported products in Bangui and in some of cities of the country. But access to these products is different in parts of the country. All these difficulties make the cost of living more expensive. It is the same for services like banks, hospitals, electricity etc. which access is very limited and concentrated only in Bangui the capital.
