Duties and Responsibilities
The Consultant will coordinate communication-related activities that aim at promoting or giving visibility to all actions undertaken under the following:

2.1.1. Planning and implementation

• Submit a work plan for the period of the consultancy aligned with the African Union Compliance and Accountability Framework Project Description of Action, Communication Strategy and Action Plan, 2024 workplan, spelling out concrete actions aimed at harnessing political support visibility and buy-in within scope of the project as well as ensuring visibility to the project activities and deliverables;

• Produce well-crafted audio-visual content including but not limited to producing short film clips;

• Identify strategic stakeholders and build a network of relevant individual and collective actors to reach out to;

• Support the design and implementation of general public awareness-raising campaigns and targeted promotional and advocacy activities about the African Union Compliance and Accountability Framework project;

• Identify communication gaps, build synergies with related experts in information, IT and relevant stakeholders to develop aligned and customized tools to sustain the delivery of African Union Compliance and Accountability Framework mandate through an agile communication and visibility action plan;

• Advise on improving internal communication within the African Union Compliance and Accountability Framework project management structures and among the key project stakeholders;

• Optimizing social media and web technology to align, customize, and build practical content, as well as maximizing reach on all matters of communication

• Attend team meetings and any other relevant meetings

• Submit a monthly report on the progress of the consultancy work and a final report at the end of the consultancy policy.

2.1.2. Development of policies, guidelines and standards operating procedures

• Contribute to the development of dissemination plans of adopted key compliance instruments;

• Contribute to the development of contextualized and targeted promotional messaging on compliance and accountability and suggest innovative dissemination tools and channels;

• Support AU PSOs to develop specific context-focused communication strategies, plans, guidelines and tools centered on compliance and accountability;

2.1.3. Capacity-building

• Ensure the visibility of the capacity-building activities implemented under the AUCF project;

• Promote the outputs and outcome of the capacity-building activities implemented by the African Union Compliance and Accountability Framework project;

2.1.4. Monitoring, analysis and reporting

• Support the team by mapping relevant sources of information and providing guidance on efficient media monitoring of the African Union PSOs’ operations and any relevant related matters;

• Participate in monitoring and evaluation of the outputs / outcomes of communication in general, aligning with applicable monitoring and Evaluation framework in coordination with relevant actors;

• Perform other related duties as required.
Qualifications/special skills
Advanced university degree (master’s degree or equivalent degree) in communications, journalism, public relations, or other related field. A first-level university degree, in combination with two additional years of qualifying work experience, may be accepted in lieu of the advanced university degree.
A minimum of seven years of progressively responsible professional experience in journalism, communications, or public relations in large multicultural institutions, including three years in liaising with or working for international media, is required.

Experience in organizing awareness-raising campaigns at the local, national, regional and continental levels using various media and channels is required.
Experience in advocacy and mobilization strategies is highly desirable, Experience within the United Nations Common System is desirable. Field experience in a peace operation and or working in a conflict country/setting is desirable. Experience in media, including social media on matters of policy, guidelines, and training is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required. Fluency in French and Arabic is desirable. Fluency in other language of the UN is desirable.
