JOB PURPOSE
Within the delegated authority and under the direct supervision of the Head of Provincial Office, the Job holder will lead the M&E Unit in the Sindh Provincial Office- Karachi and is expected to contribute to the development and implementation of Monitoring, Review and Evaluation Plans of the Sindh PO aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and Programme design and implementation. This includes coordinating monitoring activities, managing decentralized evaluations, and positioning WFP as a reliable partner for the government.
KEY ACCOUNTABILITIES (not all-inclusive)
- Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
- Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
- Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

OTHER SPECIFIC JOB REQUIREMENTS
Monitoring and Evaluation
1. Contribute to (or lead when requested) the development of PO Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the PO’ Annual Performance Plans (APP))
2. Provide inputs to the formulation of the Monitoring and Evaluation Strategies and support their operationalization.
3. Liaise with the SOs to compile plan vs actual food assistance information disaggregated by activity and locations.
4. Present the consolidated food assistance information, including assisted population disaggregated by gender, age and food assistance by type etc., in good reporting formats.
5. Contribute and support evidence-based decision-making on the PO’ programme design and implementation, notably through making monitoring, review, and evaluations findings accessible, developing innovative, user-friendly, and informative products.
6. Support the PO Management and Programme team in addressing recommendations from monitoring, reviews, and evaluations to ensure that follow-up actions are taken as required in medium complex portfolios.
7. Build M&E capacity of the PO M&E staff and CPs through delivery of training and information sharing. Manage Field Monitors and guide as required to enable high performance.
8. Contribute to the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.
9. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
Specific to the monitoring function:
10. Support at the PO annual performance planning stage the development of a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks.
11. Ensure that CO monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
12. Produce regular monitoring reports such as post distribution monitoring, M&E reports including running data analysis, with status of results and implementation progress.
13. Facilitate/contribute to mid-term, end of year and lessons learnt which are intended for internal learning, strategic and operational decision-making. Specific to the evaluation function

STANDARD MINIMUM QUALIFICATION AND EXPERIENCE
Education: Advanced University degree in Statistic/Data Science, Social science, development economics, monitoring and evaluation other related field, or First University degree with additional two years of related work experience and/or certifications.
Experience: Minimum of three years of relevant professional work experience including monitoring and evaluation activities. Experience using a variety of quantitative and qualitative analytical tools and methods.
Language: Fluency in English language, Urdu, and knowledge of other local languages such as Sindhi is desirable.
Skills:
- Has led development of monitoring and Evaluation Plan, and tools including logical framework, performance management.
- Has experience in HHs-based surveys, food security, including the design, data collection and analysis to inform decision making.
- Has track record in Statistical analysis using SPSS/STATA/R.
- Has solid track record of report writing, proof editing with InDesign, Publisher
