The Coordination Officer -Gender Equality and Youth Development will work in the Office of the UN Resident Coordinator, New Delhi India. Under the overall supervision of the UN Women India Country Representative and in close cooperation with the UNFPA India Country Representative, the Coordination Officer will work under the day-to-day supervision of the Chief of Staff, Resident Coordinator’s Office in India.
The Office of the Resident Coordinator is responsible for supporting the coordination of the development activities of all the UN agencies working in India. The Coordination Officer (Gender and Youth) will work as part of the team of the UN Resident Coordinator’s Office and will also provide support directly to UN Women and the UN Fund for Population (UNFPA), in their roles mainstreaming gender and youth across UNCT.
The Coordination Officer (Gender and Youth) will support the work of the of the UN agencies as laid out in the overall strategic 5-year plan of the United Nations Sustainable Development Framework, signed between the Government of India and the UN in India. This will entail providing support, and assisting, the UN sub-group (“Results Group”) on gender and youth e.g., planning and implementation of work plans, development of joint programmes and provision of technical support. The Coordination Officer (Gender and Youth) will also support efforts to strengthen the capacity of the UN Country Team; advocacy and outreach on issues related to UN’s mandate; and the organization of meetings and events.
The UN has a large footprint in India with 27 entities. The Coordination Officer (Gender and Youth) will work with all the UN agencies (UN Country Team), programme and operations teams of the agencies, UN HQ staff and government officials, technical advisors and experts and civil society to ensure successful planning and implementation of UNCT activities. The Gender and Youth Officer will also provide additional technical support to mainstream women and youth empowerment across UN programmes and reporting. The Coordination Officer will support the mainstreaming of gender and youth results within all UN coordination sub-groups (Results groups).

Duties and Responsibilities:
- Support the effective coordination of the implementation of the planned UN activities as formulated in the UN Development Assistance Framework. Provide support through monitoring and quality assurance and support services to the Results Groups (sub-groups of UN agencies on various themes):
- Maintain regular flow of information to UN agencies on issues related to the UN Development Assistance Framework and other communication from UN HQs;
- Participate in the work of Results Groups (sub-groups of UN agencies) organized around the UN Development Assistance Framework (UNDAF) outcomes; and provide support for planning, implementation and monitoring and evaluation of the UNCT work plan, the Results Matrix, and the M&E Plan;
- Assist in developing and monitoring of all Joint/Collaborative programmes/initiatives of the UNCT and prepare periodic reports as necessary, including the annual RCAR for review by senior management;
- Undertake designs for joint programmes and communication;
- Prepare high quality documents and knowledge products summarizing the developments in the UN Development Assistance Framework areas of cooperation;
- Provide support for UNCT Retreats and other UNCT meetings, including technical support;
- Support annual RCO planning and reporting on Gender Equality and Youth Development.
Provide high quality inputs to the UN Results Group on gender equality and youth development and support gender mainstreaming for other results groups:
- Analyze the situation on gender equality and youth development using credible reports, studies and statistics, including information from young women and men and organizations working on gender and/or youth, and co/produce analytical papers in support of strategic programming for youth and gender equality;
- Organise and support research and analysis on gender and youth empowerment as requested by Gender and Youth Result Group;
- Prepare concept notes, programme/project proposals, resource mobilization tools, activity and budget proposals on gender equality and youth development;
- Undertake substantive monitoring, documentation, reporting of the Results group on gender equality and youth development, including through field visits and analysis of reports;
- Support other results groups to prepare gender mainstreaming strategies for their identified areas of joint work.
Ensure advocacy support and knowledge building on gender equality and youth issues:
- Ensure sharing of information, tools and best practices with partners working in support of youth and gender equality;
- Organize trainings for UN, government and civil society partners on gender equality and youth development;
- Support the coordination of joint advocacy and capacity building around youth and gender equality within the United Nations Country Team (UNCT);
- Develop high quality knowledge products that can be used by Gender and youth Result Group for advocacy or learning.
Key Performance Indicators:
- The key results will have an impact on the overall effectiveness and efficiency of the UN Country Team, UN Women, UNFPA in delivering results on gender equality and youth development.
- Successful implementation of the UNCT plans on gender and youth.
- Resource mobilization for joint programmes.
- Increased internal capacity to design programme which promote gender equality and youth development.
- Evidence based knowledge products to further advocacy and increase capacity within the UN Country Team on gender and youth empowerment.
Required Skills and Experience:
Education:
Education:
- Master’s degree in international development, Gender, Human Rights, Public Administration or Social Sciences.
Experience:
- At least six years of proven professional experience in working on gender equality and youth issues.
- Experience in providing technical support and strategic coordination with different stakeholders and partners, (e.g., national or state government, civil society, international organizations).
- Ability to design, manage and monitor programmes for women and young people an asset.
- Ability to write good quality knowledge products for use in advocacy and policy development.
- Good knowledge/experience with grassroots organisations is an asset.
Language Requirement:
- Good spoken and written English and a national language.
