PURPOSE OF THE ROLE

The Senior Technical Advisor, Youth will support an anticipated five-year, multi-country, USAID-funded project to advance equitable, affordable, and sustainable access to family planning and reproductive health (FP/RH) information, products, and services. The project will focus primarily on FP/RH outcomes at the system, facility, provider, community, and client levels, and support countries to constructively and creatively address persistent issues related to health access, equity, and quality of care, particularly for youth. This position will be responsible for providing overall strategic direction and technical leadership for the design and implementation of programming that builds local capacity and engages local partners and stakeholders to generate demand for and scale-up of evidence-informed and rights-based FP/RH service delivery, with a focus on young people. The position will oversee the technical work of project staff and resource partners in target countries.

Hiring for this position will be contingent upon funding from USAID.

CORE JOB RESPONSIBILITIES

  • Strategic: Contribute to the project’s overarching vision in collaboration with the Project Director and project partners, to ensure achievement of project results.
  • Technical: Provide overall strategic direction and technical leadership in youth, which includes the following:

    • Ensure that youth are integrated throughout the project and that interventions are high quality and evidence-based, with a long-term, sustainable, “systems” view and approach to development.
  • Functional: Contribute to the development of project work-plans and annual implementation plans that are consistent with project goals and objectives.
  • Reporting: Contribute to the development and timely submission of written reports, including funder reports and oral presentations on the project. Prepare periodic update reports on project successes, challenges facing the project, and progress toward meeting deliverables.
  • Learning: Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results. Work with project leadership and the project team to ensure continuous program learning and ensure integration of data into decision-making. This will include synthesizing and disseminating program results and information to local, regional, and global partners and overseeing the development of thought leadership publications.
  • Knowledge Management (KM): Contribute to IYF’s KM systems and support development of IYF’s evidence base, including through liaising with multi-directional capacity and knowledge exchanges through internal communities of practice, KM platforms, and other fora
  • Representation: Represent IYF and overall project interests at national and regional meetings, workshops, and conferences, and promote the program at the global level.
  • Relationship building: Develop and maintain strong working relationships with USAID Bureau of Global Health, USAID missions, local implementing partners, private sector partners, internal IYF technical experts and staff, and other key stakeholders to maximize resources and avoid duplication of efforts.
  • Management: Mentor, supervise, and manage staff and consultants and align their efforts to ensure rapid and sustainable results. Work with the Project Director to ensure compliance with the terms of the award. Work with finance and project staff to develop and track project budgets over the course of the program.
  • Travel: Frequently travel internationally to support buy-in countries (up to 40%).
  • Other: Perform other duties as assigned
  • Design and implement interventions that improve health access, equity, and quality of care, particularly for adolescents and youth.
  • Provide technical assistance, mentoring, and capacity building of health systems actors at the individual and organizational levels in positive youth development. Health systems actors include government entities, private institutions, youth-led and youth-serving organizations, and FP/RH youth champions. Develop and implement capacity strengthening plans, develop tools and guides to facilitate knowledge transfer, and provide technical training and support.
  • Develop service delivery strategies for accessing hard-to-reach youth, including opportunities to integrate FP/RH services with non-health sectors, such as agriculture, democracy, environment, and economic growth.

REQUIRED QUALIFICATIONS

  • Relevant graduate degree with at least 8 years’ experience working in the international youth development sector and/or health sector.
  • Demonstrated experience in technical leadership, strategy development, management, and staff oversight and supervision.
  • Experience developing and delivering effective institutional and individual level capacity strengthening activities, including experience building the capacity of young people and youth-led and youth-serving organizations.
  • Experience implementing projects funded by USAID and familiarity with USAID rules and regulations preferred.
  • Experience cultivating relationships and collaborating with a variety of stakeholders, including young people, government entities, and donors, on a local, regional, and global level.
  • Strong interpersonal and capacity building skills including training, mentoring, and coaching skills.
  • Spoken and written fluency in English required. Professional proficiency or higher in French preferred; other languages are a plus.
  • Excellent computer skills using MS Office products including Word, Excel, Outlook, and PowerPoint.
  • Ability to travel up to 40% of the time.

SALARY RANGE

For the US: $100,000-$140,000

For Zimbabwe and Ethiopia: Salary will depend on level of experience and location.
