What we are looking for:

A highly qualified, experienced and dynamic ICLA Specialist to support the design, development and implementation of the ICLA programme in the areas of operation of the Syria Response Office.

The purpose of the ICLA Specialist position is technical development of the specific Core Competency (CC), strategic direction and quality assurance. The Specialist is responsible for mentoring, training and capacity building staff on the technical components, as well as assisting the CC through the development of tools that can be used to implement projects.

What you will do:

  • Responsible for the development of Country Office-level, ICLA strategy and other programme development initiatives.
  • Contribute to fundraising, develop, and revise funding proposals, budgets, and donor reports.
  • Identify trends, technical standards, and donor priorities to ensure that the ICLA programme evolves to remain relevant to the changing legal context and conflict dynamics.
  • Ensure that the ICLA programme addresses both programmatic and relevant policy issues and continue strengthening synergies with the Advocacy Unit.
  • Identify synergies between ICLA and other NRC Core Competencies to ensure integrated programming is promoted, where relevant and feasible.
  • Provide technical support and foster two-way collaborative relationships with the ICLA Project Managers/Coordinators.
  • Responsible for ensuring teams have access to appropriate implementation tools and relevant technical guidance.
  • Responsible for quality assurance, with a focus on policies and procedures; technical standards, pilots, safe and inclusive programming and Monitoring and Evaluation, through harmonisation and strengthening of tools and methodologies.
  • Responsible for leading on the specific ICLA CC quality inputs to proposal design and development and review of ICLA inputs to donor reports.
  • Ensure that key learnings are extracted from ICLA implementation and incorporate them in ICLA and staff development processes.
  • Provide overall guidance and supervision on legal and field research as well as liaison with external stakeholders on legal needs, challenges and relevant developments.
  • Contribute to global and regional programmes, including ensuring a constructive exchange with other NRC ICLA programmes and the MERO Durable Solutions Unit.
  • Represent NRC in relevant forums/clusters, including inter-agency coordination, bilateral meetings with national authorities and donors.
  • Line-manage the ICLA Research Advisor, ensuring supervision of workload and performance management.
  • Provide systematic training and build the capacity of technical staff.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

What you will bring:

  • Degree in law, political science, protection, humanitarian development or other relevant discipline
  • Minimum 4 years of experience in senior capacity within Legal Assistance in a humanitarian/ recovery context.
  • Solid background in civil documentation, Housing, Land and Property, Residency Rights, issues, employment law and/or collaborative dispute resolution (CDR).
  • Knowledge of International Human Rights and International Humanitarian Law with an understanding of key protection concepts.
  • Experience working in complex and volatile contexts. Knowledge of the context in Syria is highly preferable.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal. Knowledge of Arabic is a strong added value.

What we offer:

  • Duty station: Amman Jordan
  • Contract: 12 months (Renewal is subject to performance and funds availability)
  • Travel: Up to 20% International Travel
