JOB DESCRIPTION
The Budget Director is responsible for managing all aspects of organizational budget execution and working with the Chief Financial Officer (CFO) to lead support for development of the annual operating budget and preparation of supporting materials for the annual budget submissions to the United States Office of Management and Budget (OMB) and Congress. The Budget Director leads the tracking, review, and approval process for interagency agreements. This position is based in Washington, DC and reports to the CFO.
TARGET SALARY
Grade 14 – $139,000 – $144,000
Grade 15 – $163,000
The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.
RESPONSIBILITIES
Major Duties and Responsibilities
Contributes to leadership of the Office of Finance and the Institute:
* Serve as an advisor to the CFO and other senior management officials concerning all budgetary matters for the Institute.
* Serve as the primary liaison to OMB, helping to manage the institutional relationship, submitting apportionment requests, ensure reporting, etc.
* Ensure compliance with budget-related policies, laws, and regulations.
* Working with the CFO, lead development of the budgetary components of the annual OMB submission and Congressional Budget Justification.
* Supervise and provide leadership and direction to budget staff in support of the responsibilities outlined herein.
Responsible for Institute-wide budget planning support, including:
* Work with the CFO to support financial aspects of the Institute’s annual planning process.
* Identify and track issues, anomalies, options, out-year costs, position requests, etc.
Leads all aspects of organizational budget execution, including:
* Manage all apportionment requirements with OMB.
* Ensure the creation, review, and approval of all new lines of accounting and all budget transfers.
* Produce and distribute periodic and ad hoc budget and spending reports.
* Coordinate regular budget check-in and burn rate reviews with vice presidents, leading the follow up as necessary.
* Analyze budgets and spending across the Institute throughout the fiscal year, making corrections, providing advice, and proactively preventing issues.
* Ensure training of new staff on Institute budget policies, practices, and tools.
* Support fiscal year transition and set-up activities.
Leads all financial aspects of interagency agreements (IAAs), including:
* Vetting draft agreement budgets, tracking, and providing detailed guidance and support from development through closeout.
* Liaise with the accounting team, program teams, and interagency partners as necessary to ensure proper execution of agreements.
Leads day-to-day management and analysis all USIP payroll costs, including:
* Coordinate with centers to ensure proper allocations for all employees.
* Analyze payroll budgets to identify surpluses and deficits.
* Maintain a master payroll projection analysis over the course of each fiscal year by coordinating with Accounting and Human Resources as necessary to ensure accuracy and reliability of data.
Performs other duties as assigned.
QUALIFICATIONS
* Bachelor’s degree in business, finance, accounting, public administration, management, or equivalent experience in a related field is required.
* Minimum of seven (7) years of professional experience in a related field or combination of education and experience is required.
* Must have knowledge and experience in federal budgeting and financial management.
* Experience in nonprofit financial management is a plus.
* CGFM is a plus.
* Must have strong knowledge and experience in the use of Microsoft Excel
* Must have strong leadership, technical, analytic, and organizational skills.
* Must have the capability to think strategically, communicate effectively, and lead a team in the execution of timely support.
* Must have an appreciation for and dedication to customer service.
* Ability to research, analyze, and evaluate allocations and expenditures.
* Effective at providing timely, concise, audience-appropriate information orally and in writing.
* Able to maximize time to produce timely, high-quality results.
