Context:

Under the direct supervision of the Regional Director (RD) for the Middle East and North Africa

(MENA) and in close coordination with Director, IOM-Gulf Cooperation Council (GCC) Cooperation and Islamic Philanthropic office and the Sr. Regional Immigration and Border Management (IBG) based in Cairo, Egypt, and relevant Units at the Regional Office (RO) and Headquarters (HQs), the Head of Program (NAUSS Center Coordinator) will be accountable and responsible for managing and providing expert technical guidance for all “Arab Centre for Technical Cooperation on Migration and Border Management” project-related matters.

The Head of Program (NAUSS Center Coordinator) will be responsible for managing the project and reporting to the Steering Committee on the progress, challenges, and actions taken, and will serve as the main Focal Point in the communication with the Donor and implementing Partner, Naif Arab University of Security Sciences (NAUSS) in Riyadh in the Kingdom of Saudi Arabia.

Core Functions / Responsibilities:

  1. Manage, coordinate, and ensure the timely and successful implementation of the project’s activities, and develop, implement, and monitor the administrative and operational activities of the project, in coordination with the Regional Office Immigration and Border Governance (IBG) Unit.
  2. Maintain liaison on a regular basis with NAUSS, member state governments and other relevant stakeholders.
  3. Prepare Work Plans for activities in coordination with NAUSS, together with the IOM-NAUSS project team.
  4. Provide financial, administrative and technical support to the project, and serve as a liaison with RO and project partners.
  5. Identify, train and supervise project staff and Consultants, in accordance with organization’s procedures and regulations.
  6. Ensure the coordination and administration of contracting, staffing, payments and other logistics of the project, in coordination with the RO respective Unit.
  7. Prepare and submit project implementation, progress, results and budgetary expenditure tothe Steering Committee, in line with donor reporting requirements, as well as programme summaries, press releases and other materials and correspondence relevant to ongoing activities.
  8. Oversee the Data and Research and ensure the use of IOM tools, such as DisplacementTracking Matrix (DTM), Missing Migrants Initiative, Mixed Migration Hub in MENA, and others as needed.
  9. Design and deliver training sessions and presentations in conferences, workshops and meetings related to the provision of technical expertise on the IBG thematic area.
  10. Lead the implementation of the Memorandum of Understanding (MoU) with the NAUSS.

Contribute to identifying joint initiatives and potential capacity-building activities benefitting the NAUSS and the IOM missions in MENA.

  1. Prepare briefings and background information requested by the RO and HQs, the government, and other entities.
  2. Enhance and strengthen partnership with NAUSS at the regional and global level and facilitate skill exchanges and best practices with the authorities.
  3. Provide technical inputs and liaise with NAUSS on funding potential IBG project proposals for IOM.
  4. Facilitate reporting on projects’ progress and financial reporting providing immediate trouble-shooting and appropriate follow-up with concerned units at NAUSS and RO MENA.
  5. Undertake duty travels as required.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Experience with managing projects with regional coverage, supervising staff, and overseeing budget expenditures.
  • Knowledge or experience of regional issues.
  • Experience in liaising with governmental authorities, other national/international institutions, and Non-Governmental Organisation (NGOs).
  • Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheets and data analysis.

Skills

  • Demonstrated expertise in the thematic area relevant to IBG.
  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the organization.
  • Knowledge of financial rules and regulations.
  • Knowledge of monitoring and evaluation.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is highly desirable. Working knowledge of another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
