Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.
Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.
ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.
Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.
The Enterprise Architecture department in ITS is seeking to hire an Enterprise Architect with software development background to help support the enterprise architecture function in conducting architecture reviews, technology deep dives, enterprise roadmaps, blueprint, etc. The Enterprise Architect must be capable of understanding business requirements, working with end users, and provide guidance and recommendations in developing and deploying cloud native solutions or enterprise services.
This position requires knowledge and experience with multiple cloud environments as well as experience in requirements analysis, software design, development, testing, and deployment following industry best practices.
Responsibilities:
Primary responsibility of this position is to understand and analyze business requirements, underlying solution architecture and design across all architecture layers. Provide observations and recommendations to teams to align their solution architecture based on enterprise strategies, roadmaps, requirements, principles, and standards. Person should be able to work with different stakeholder to guide the creation of enterprise grade architecture and design leveraging approved standard technologies and services. Person will be responsible to solution design to meet business requirements and lead team to build, deliver business applications.
The specific roles and responsibilities include, but are not limited to, the following:

- Lead, mentor, and motivate team members to enhance individual and collective performance.
- Collaborate with upper management to define project goals, timelines, and deliverables.
- Develop enterprise Strategy for various domains and technologies.
- Conduct and support Architecture Reviews and analyze different design based on standard EA frameworks, Enterprise standards and principle and provide guidance to various teams.
- Develop reference architecture, translate architecture to design and develop applications/services meeting those requirements.
- Ability to understand and analyze technology based on various domains/capabilities and conduct technology/application rationalization.
- Provide advisory to various teams on various technology use, solution architecture and DevOps/DevSecOps tooling/process.
- Collaborate with various units and technology groups to determine opportunities to simplify application and technology landscapes.
- Monitor evolving technology trends in industry and conduct fit gap analysis.
- Conduct various technology Proof-of-concepts (PoCs) in alignment with market development.
- Support scoping, design and implementation of pilot projects and developing use cases.
- Participate in activities and exchange information with other World Bank groups working on cloud migration challenges.
- Raise awareness of reusables services, Cloud and on prem integration through presentations, blog posts and training sessions.
- Analyze and build explainable AI/ML models for various use case.
Selection Criteria:
- Master’s degree with 5 years’ experience in relevant discipline such as Computer Science or Bachelor’s degree with 7 years relevant experience.
- 5+ years of experience working with the AWS/Azure as a Developer/Architect. Cloud certification is required.
- 5+ years of software or IT infrastructure development experience. Experience in Data Architecture, governance, strategy, & implementation.
- EA framework certification i.e., TOGAF or similar is preferred.
- Experience in working with EA Repository Tools preferred.
- Experience in Modern Authentication/Integration – cloud and in-premise and/or hybrid, APIs, ESB/SOA, Azure AD, Outh 2.0.
- Identifies technological opportunities to meet client needs. Partners with appropriate technical consultants, experts, stakeholders, and managers.
- Deep knowledge and experience of Amazon Web Services (AWS) and Microsoft Azure cloud platforms and services in an enterprise environment. Experience with IaaS/PaaS cloud architectures and patterns (e.g. horizontal scaling, immutability, 12-factor design).
- Prior success in designing cloud applications, supporting changes to development, testing, deployment, migration/transformation and configuration management processes consistent with a DevOps/DevSecOps.
- Background in agile and waterfall methodologies.
- Organized, agile, persistent, and proactive. Ability to multi-tasks within tight deadlines.
- Ability to learn new technologies quickly, self-starters and motivated, and able to work with others, and communicate effectively.
- Actively seeks knowledge needed to complete assignments and shares knowledge with others, communicating and presenting information in a clear and organized manner.
- Delivers information effectively in support of team or workgroup. Good writing and editing skills, with a strong command of verbal and written English and an ability to convey complex ideas in a clear, direct, and lively format.
- Able to take personal ownership and accountability to meet deadlines and achieve agreed-upon results and has the personal organization to do so.
