Chemonics seeks an Urban Resilience Governance Team Lead for the anticipated USAID-funded Environment New Adaptation Activity. The five-year, $25 million project aims to improve urban climate and disaster resilience in Indonesia by 1) supporting GOI efforts to integrate disaster risk reduction and climate adaptation in sub-national core development plans and investment, 2) mobilizing finance to advance urban climate resilience, 3) strengthening systems for collection and application of climate data, services, and decision support tools to improve planning processes in target cities, and 4) advancing urban nature based solutions to promote climate resilience. The urban resilience governance team lead will support the government of Indonesia’s efforts to integrate urban disaster risk reduction and climate adaptation in core development plans and investments. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Build provincial and district-level government capacity to conduct risk assessments and incorporate disaster risk reduction and climate change adaptation into planning and budgeting
  • Assess the range of binding constraints inhibiting greater local action and investments, such as regulatory and financial needs
  • Introduce tools and approaches to systematically consider climate and/or disaster risk planning, permitting, and investment decisions related to urban climate resilience
  • Increase communication and coordination between national, provincial, and local level units and sector-specific line ministries to integrate climate risk management across sectors and various levels of government
  • Strengthen the capacity of KHLK, Bappenas, BNBP, and other government institutions to integrate climate change adaptation into urban planning and disaster risk reduction activities
  • Improve institutional support, technical assistance, and coordination among GoI institutions including the Ministry of Finance, Ministry of Home Affairs, Ministry of Public Works, in addition to the Indonesia Environment Fund (BPDLH) or PT Sarana Multi Infrastruktur

Qualifications:

  • Advanced degree in public policy, government, climate change, or a related field preferred
  • Minimum seven years of professional experience in international development26
  • Strong capabilities supporting sub-national core development plans and investments, particularly at the provincial and municipal level
  • Experience conducting climate risk assessments, ideally in the urban environment
  • Demonstrated leadership in urban climate change adaptation and disaster risk reduction through mainstreaming disaster risk reduction and climate change adaptation into planning and budgeting processes
  • Experience working with the government of Indonesia, at local, provincial, and/or national level
  • Strong ability to engage constructively and diplomatically with a wide range of government and non-governmental institutions, private sector actors, local civil society organizations, and local stakeholders with divergent perspectives and interests
  • Demonstrated leadership, versatility, and integrity
  • English and Indonesian language fluency required
