To ensure that effective WHO country presence is established to formulate, evaluate and implement WHO country cooperation strategies that are aligned with Member State’s health development agendas that aims to increase access to and effectiveness of high quality health care, sound Health Financing and Human Resources strategies and better Health Governance.
Duties:
The incumbent will perform the following, and other related responsibilities as required by the needs of the office:
  • Facilitate the monitoring of the incident at the country level, design methodologies, tools, and indicators for monitoring the implementation of projects and operations; evaluating the quality of outputs including the management, coordination, effectiveness and resource mobilization of multisectoral emergency prevention, preparedness, response and recovery action plans and programmes.
  • Provide technical support to the different health clusters in identifying public health baselines, health specific interventions that are evidence based; synergize the integration and incorporation into related work plans, ensuring compliance with existing reporting requirements.
  • Determine the data information elements that are required internally and externally to support the health sector/cluster coordination and decision-making, design standardized methods of capturing and consolidating evidence based health interventions and document lessons learnt, best practices and trend analyses for promoting accountability, responsiveness and transparency.
  • Facilitate the collection and analyzes of standard country indicators aligned to the GPW13, national health strategy, SDGs and other plans to ensure accountability and transparency in monitoring progress and identifying gaps
  • Build and strengthen national capacities for monitoring and evaluation of national health programmes, through conducting needs assessment, defining training needs, develop strategies to achieve targets and facilitate implementation of training activities.
  • Assess the impact and effectiveness of responding to health emergencies at the national level, evaluate the relationship between emergency programmes and operational structures in WCO; identify gaps, recommend capacities required to improve effectiveness; suggest remedial actions to allow greater predictability, accountability, and partnerships.
  • Provide technical expertise to support the management, implementation and monitoring of WCO work plans outlining activities and resources, while developing monitoring and evaluation protocols that are aligned to biennium workplans and priorities;
  • Prepare background documents, concept papers, situation analysis, develop monthly technical reports assessing the implementation of related programmes.
  • Facilitate the operational planning and reporting of related regular programmes and health emergencies activities, verify results-oriented formulations and brief technical leads on proper submissions that culminate in approved operational work plans, and their subsequent programmatic monitoring, evaluation and reporting.
  • Participate in specific field monitoring missions as assigned to support data collection according to the monitoring plans and tools and risk monitoring processes.
  • Liaise with the WHO, donor’s and UNCT Monitoring Team(s) accompanying the project/programme/strategy implementation to document identified issues;
  • Perform any other related incident-specific duties, as required by the functional supervisor.
 Required Qualifications:
Education:
Essential:
  • University degree in medicine, public health, health policy, epidemiology, health systems management or another relevant field
Experience:
Essential:
  • A minimum of five years of work experience, with international exposure, in public health, planning, implementation, monitoring and evaluation of public health project activities in a developing country and/or at regional level
Skills :
  • Excellent knowledge of monitoring and evaluation concepts, approaches and techniques including qualitative and quantitative methods, participatory approaches, and evaluative methodologies
  • Knowledge of UN cooperation frameworks and bilateral donor programming requirements.
  •  Knowledge of development of data collection tools, their administration and evaluation techniques and practices
  • Demonstrate ability to innovate, provide clear advice and guidance to multiple stakeholders and partners.
  • Excellent analytical and organizational skills.
  • Skills in developing and promoting collaborative multi-sectoral partnerships and mobilizing resources.
  • Ability to integrate, synthesize, and communicate health-policy concepts and ideas.
