To ensure that effective WHO country presence is established to formulate, evaluate and implement WHO country cooperation strategies that are aligned with Member State’s health development agendas that aims to increase access to and effectiveness of high quality health care, sound Health Financing and Human Resources strategies and better Health Governance.
Duties:
The incumbent will perform the following, and other related responsibilities as required by the needs of the office:
  • Oversee the smooth country implementation of global and regional commitments on Universal Health Coverage (UHC) and Primary Health Care (PHC) according to WHO guidelines and tools.
  • Provide and mobilize technical advice to the government and national stakeholders for the design, implementation and evaluation of national health policies related to primary health care and universal health coverage, guided by evidence-based policies and WHO guidelines and recommendations.
  • Provide overall coordination on technical support on policies and strategies relating to primary care services through policy- and situation analysis and the development and/or dissemination of frameworks and guidelines.
  • Provide technical input in the development, implementation and follow up of PHC projects with emphasis on the People Centered Primary Care (PCPC) integration within the MOPH Network centers.
  • Build partnerships and collaborate with appropriate technical networks, institutions, universities and WHO Collaborating Centers for developmental and implementation of appropriate training courses for national capacity building.
  • Contribute to the technical reviews of programme plans, reports, proposals and other documents relevant to the programme and suggest recommendations on best practices.
  • Conduct comprehensive qualitative and quantitative periodic reports according to WHO developed indicators on activities in primary health care facilities.
  • Identify needed external technical support and ensure proper and timely handling and monitoring of consultants’ briefings, agenda, and facilitation of the missions, evaluation and follow up on recommendations relevant to health system strengthening.
  • Identify synergies and networking between the WHO country office, MoPH and other UN organizations, non-state actors, and international donors towards the implementation of PHC transformation at the country-level.
  • Proactively participate in resource mobilization activities by managing several grants and developing project proposals reflecting UHC/PHC priorities in the country, ensure the needed follow up in terms of fund raising, effort, timely implementation, monitoring, evaluation and donor reporting.
  • Improve and implement a monitoring and evaluation framework for UHC/PHC, agreeable to all stakeholders, with standardized targets, linked to the Sustainable Development Goals (SDGs).
  • Prepare progress reports, briefings, proposals, communications and advocacy documents required for strategic decision-making. 
  • Prepare needed speeches, press releases, social media posts, donor visibility materials, and other documents for UHC/PHC related events.
  • Represent WHO in designated forums and function as a technical focal point for UHC/PHC programme areas.
Required Qualifications:
Education:
Essential:
  • University degree in medicine, public health, health policy, health systems management or another relevant field.
Skills:
  • Technical knowledge and skills in
  • policy formulation and implementation.
  • planning, monitoring, and evaluating health systems.
  • Knowledge of
  • primary- healthcare-based health systems, health systems transformation and reform.
  • health financing policy analysis for universal health coverage
  • strong theoretical and practical knowledge of public health, PHC related programmes and policies
  • Extensive, area-specific, technical and programmatic knowledge of programmes and approaches for integrated, capacity-building programmes and interventions
  • Demonstrate ability to innovate, provide clear advice and guidance to multiple stakeholders and partners
  • Excellent oral and written communication, including for reports, presentations and technical documents.
  • Ability to integrate, synthesize, and communicate health-policy concepts and ideas
