Duties and Responsibilities

Background: The Economic Commission for Europe’s World Forum for Harmonization of Vehicle Regulations (WP.29) is hosting the work of the Informal Working Group on Safer and Cleaner New and Used Vehicles for Developing Countries (IWG on SCUNV) which is mandated to take a leading role in vehicle regulatory elements in the areas of safety and environmental protection for both new and used vehicles for countries in different economic situations. The overall objective of the project is to provide policy advice for the establishment of internationally harmonized requirements for safer and cleaner used and new vehicles for low- and middle-income countries. Building on the outcome and lessons learned from the UNRSF project on “Safer and cleaner used vehicle for Africa”, the Informal Working Group on Safer and Cleaner Used and New Vehicles for low- and middle-income countries (IWG on SCUNV) was established by WP.29, with the aim to develop internationally harmonised set of minimum technical requirements for new and used vehicles pertaining to their safety and environmental conditions. The IWG shall take full account of developments and work in full cooperation with other subsidiary Working Parties (GRs) of WP.29 and their IWGs. The draft internationally harmonized requirements for safer and cleaner used and new vehicles for low- and middle- countries should benefit of the international regulatory framework to avoid negative economic impacts stemming from requirements departing from the already harmonized ones. The objective of the IWG on SCUNV might only be achieved by extensive negotiations and cooperation with the beneficiary countries, most of them on the African continent. On the other hand, sound knowledge of the international regulatory framework for vehicle certification/approval is needed. In this context, the consultant will work with existing and potential new contracting parties of the 1958 Agreement, 1997 Agreement and 1998 Agreement to establish minimum requirements. The work of the consultant should be conducted in close coordination with the secretariat of the IWG on SCUNV. The work of the consultant should also be conducted in close coordination with the government representatives and stakeholders of existing and potential new contracting parties of the three UN Vehicle Agreements to establish minimum requirements. There should be consultations and technical assistance in cooperation with relevant international organizations and associations such as Comite Internationale de l’Inspection Technique Automobile (CITA), Organisation Internationale des Constructeurs d’Automobiles (OICA) to ensure the successful implementation of activities. The consultant will perform the following tasks: The consultant will facilitate the drafting of internationally harmonized requirements for safer and cleaner used and new vehicles for low- and middle- countries in close consultation with necessary government representatives and stakeholders (importing and exporting countries). Activities of the consultant towards this end should include: a) Providing area specific, policy advice on minimum safety and environmental requirements for new and used vehicles in Africa; b) Providing substantive support and policy advice for IWG in person meetings in Africa and virtual/hybrid meetings with exporter/importers from the African); c) Preparing progress reports on the activities of the IWG and related regional developments; d) Presenting and obtaining the validation of the reports by WP.29 towards international harmonization.

Qualifications/special skills

High school diploma is required. 15 Years relevant experience in National and International Regulatory Activities related to vehicle certification is required. A minimum of ten years of experience in UN Vehicle Regulations is required. Excellent knowledge of UN legal instruments, especially the 1958, 1997 and 1998 Agreements is required. Experience in international cooperation is an advantage.

Languages
