Position Summary and Duties | The Assistant Director of Landscaping & Grounds is responsible for the overall appearance and care of the University Grounds including those on the Evergreen campus, Timonium, Ridley and the Fitness and Aquatic Center (FAC). This care covers lawn spaces, landscaping, tree maintenance, all campus beds, turf maintenance, recreational and intercollegiate fields, site furnishings and campus infrastructure such as roads, sidewalks and parking lots. This position has lead oversight of the department’s snow and ice control response and snow emergency operations on all University properties. Develop and implement appropriate grounds procedures and processes to increase performance, efficiency, sustainability, safety and assure healthy and attractive green spaces. Develop and implement schedules and quadrants with clearly defined tasks and frequencies, ensure that assignments are fair and equitable, and evaluate their effectiveness to ensure consistent quality service. Conduct inspections of grounds to ensure compliance with designated APPA landscaping standards/levels of care, identify deficiencies, take appropriate corrective action and recommend improvement processes. Coordinate, negotiate, and oversee contract work. Manages campus waste removal to include in-house trash collection, the recycling program and administration of the waste removal contract. Establish and maintain a culture of cooperation and team work amongst the Facilities Management staff and the university community. Work in conjunction with various departments to coordinate services appropriate to scheduled activities. Ensure compliance with relevant federal and state requirements and University policies and procedures in the delivery of quality service. Ensure timely reporting to appropriate University departments on all accidents/injuries which may occur. Maintain liaison with human resources personnel ensuring proper communication regarding personnel issues. Prepare a variety of special and recurring reports reflecting daily operation workloads, results of inspections and quality assurance checks, training. Ensure operational readiness and safety of work areas, tools, and equipment. Provide leadership and supervision to the Grounds workforce to ensure effective, efficient and sustainable delivery of service and care of the campus landscaping, grounds and athletic facilities. Provides management, guidance, training and supervision to employees. Participate in performance evaluations and recommend areas for individual training and development and employee morale. Recruit, interview, and hire employees. Provide disciplinary action as needed. Coordinate and approve employee leave. Maintain a current knowledge of occupational safety, security, best practices in grounds operations and landscaping, and other workplace standards. Research and recommend systems/processes that would benefit the University. Manages contracts including: refuse collection, lawn fertilizing and pesticide application, irrigation, general landscaping, snow removal and ice control, tree care including removal, treatment and pruning. Consults with contractors to determine extent of service required and schedules work so as to have minimal impact on daily operation of campus operations and programming. Provides oversight to ensure adherence to outlined specifications and evaluates the performance and quality of installations and work performed. Reports inconsistencies to the Director, Facility Management when required. Manage Grounds budget, including purchasing and inventory control for equipment, consumable supplies and materials and contracts. Manages asset inventory in compliance with University protocols. Provide input into the budget planning process. Prepares requisitions and obtains materials needed to complete assigned work. Prepares specifications for the requisition of equipment, tools, parts, and supplies. Inspects these items on receipt for adherence to specifications. Ensures cost effective use of materials allocated. Prepares requisitions and obtains materials needed to complete assigned work. Monitors expenditures throughout the fiscal year and provides necessary control of expenditures to ensure budget allocations are not exceeded. This position is essential personnel responding to emergencies and weather events. |
Required Qualifications | More than 8 years of experience directing a Grounds keeping crew. Experience in contract administration. Maryland State driver’s license. Associates or vocational/technical school degree. |
