Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The Under-Secretary General, Management Policy, Strategy and Corporate Services (USG-MPSCS), reports directly to the Secretary General, and leads the MPSCS Division. This Division consists of the Financial and Administrative Management Department (FAMD); the Human Resources Management Department (HRMD); the Humanitarian Services and Supply Chain Management Department (HSSCMD); and the Global Services Centre (GSC), Budapest (Hungary). The Directors of FAMD, HRMD, HSSCMD and GSC report to the USG-MPSCS. HRMD is responsible for acquiring, assigning, developing, and promoting staff to ensure that the right people occupy the right positions at the right time to enable the Federation to achieve its strategic and operational goals. HRMD also provides advice and support on human resources management matters, including policies and procedures, to other departments/divisions at the Secretariat Headquarters in Geneva and to offices in regions and delegations around the world. This position covers responsibilities in the HRMD Front Office, and will be based remotely in Budapest, Hungary. The candidates must be eligible to work in Hungary.

 

Job Purpose

Under the guidance and supervision of the Director, HRMD, this position is responsible for the screening and triage of complaints and allegations received and reviewed by HRMD (including harassment, discrimination, conduct issues, and other employee relations issues) and for providing support, as necessary, during preliminary assessments and investigations with information gathering, desk reviews and data analyses, conduct of interviews and report drafting.

 

Job Duties and Responsibilities

The Officer, HR Case Management, shall:

Intake:

• Screen and analyze complaints and allegations received relating to staff misconduct and related employee relations issues for review by the Director, HRMD.

• In line with the IFRC Code of Conduct (CoC) and applicable IFRC guidelines, policies, and the Staff Regulations, make a preliminary determination for each complaint or allegation whether there is a legitimate concern of misconduct and the appropriate resolution channel, such as mediation, performance management or an investigation, with the goal to finalize complaints and allegations or to move them to the next phase.

• Ensure liaison with complainants and all other related parties, including acknowledging receipt of complaints and obtaining further information/documentation.

Triage:

• Based on a preliminary assessment of complaints and allegations received, recommend next steps to be taken for each case.

• Update and maintain the database of relevant allegations and complaints to support the HRMD reports.

• Prepare memoranda of closure of allegations and complaints outlining the preliminary findings supported by evidence.

Support to Investigation Processes:

• Conduct open-source research and desk reviews, analyze data, interview complainants and witnesses, as appropriate, draft preliminary assessment reports as well as prepare predication notes and ad-hoc briefs pertaining to assessments, and present findings to the Director, HRMD, for final review.

• Liaise with the Office of the General Counsel, OIAI, the Head, Safeguarding, as well as the Ombudsperson and other relevant parties, as needed.

• Work with HR Advisors to review and obtain information and facts pertinent to complaints aimed at ensuring consistency in approach and appropriate communication.

• Make recommendations to improve the assessment and communication processes, drawing on existing resources and the work of OIAI, Safeguarding, Ombudsperson and other In this connection, suggest improvements to existing processes and resources based on lessons learned.

• Perform any other tasks as assigned by the Director, HRMD.

Education

Required

  • University degree in relevant field or a related field from an accredited academic institution combined with 5 years of relevant professional experience.

Preferred

  • Relevant master’s degree preferred.
  • Professional training from an accredited provider in investigations, such as interviewing, forensic and evidentiary procedure preferred.

 

Experience

Required

  • At least 3-5 years of prior experience in case management or relevant professional field.
  • Experience in managing complex case management and employee relations matters and the interpretation and application of applicable instruments.
  • Experience in working in a team environment, with remote team members.
  • Sensitivity and prior exposure to cross-cultural situations.

Preferred

  • Experience producing reports, reviewing processes as well as leading and conducting sensitive and complex interviews. Experience in mediation and conflict resolution an asset
  • Red Cross/Red Crescent experience or other humanitarian/not-for-profit experience.

 

Knowledge, Skills and Languages

Required

  • Good judgment and ability to work with complete integrity and confidentiality.
  • High degree of discretion, tact, and sensitivity in dealing with internal and external clients and stakeholders at all levels.
  • Excellent research, drafting and analytical skills.
  • Familiarity with the use of various research methodologies and sources of information.
  • Professional work ethic.
  • Knowledge of applicable legal and regulatory framework to international organisations.
  • Fluent spoken and written English.

Preferred

  • Knowledge and understanding of theories, concepts and approaches relevant to fraud, corruption, harassment, and abuses.
  • Knowledge of the Red Cross and Red Crescent International Movement.
  • Good command of another IFRC official language (French, Spanish or Arabic).
