For every child, an advocate

Under the general guidance and direction of the Senior Advisor/Team Leader, responsible for developing funding strategies and approaches to donors and providing expert advice and support to UNICEF senior management, as well as coordinating fundraising efforts for an assigned geographical region and specific programme activities as assigned.

 

How can you make a difference?

  • Advocate for Strategic Child Rights issues and partnerships for resource mobilization coordination with selected Government Partners in consultation with different UNICEF Divisions, Regional and Country Offices.
  • Design and manage engagement strategies and plans with the objective of increasing core and quality resources for the UNICEF strategic plan; identify all possible sources of new and continued funding; monitor and evaluate existing fundraising channels to ensure achievement of UNICEF fundraising goals to meet the objectives and financial targets of the Medium Term Strategic Plan.
  • Design and manage engagement strategies and plans with the objective of increasing core and quality resources for the UNICEF strategic plan; identify all possible sources of new and continued funding; monitor and evaluate existing fundraising channels to ensure achievement of UNICEF fundraising goals to meet the objectives and financial targets of the Medium Term Strategic Plan. 
  • Monitor global trends in development cooperation and aid; monitor donors’ development policies, budgets, systems and procedures and adapt UNICEF Strategic Partnership and resource mobilization strategies. Advise UNICEF senior management on recommended action with partners to influence donor policies and practices and maintain and increase UNICEF’s resource base. 
  • Facilitate and maintain high level contacts with senior officials of missions to the UN and departments of assigned Member States; to promote, advocate, mobilize and influence cooperation with UNICEF to ensure UNICEF’s resource base and the attainment of UNICEF’s goals and objectives.
  • Prepare comprehensive and substantive analyses, briefs, reports, statistics, income projections and requirements for Executive Director’s meetings with minister level counterparts, senior Member State officials, senior parliamentarians, or heads of major institutions.
  • Negotiate terms of agreements of funding consistent with UNICEF Regulations and Rules in coordination with the UNICEF Legal Office, HQ divisions and field offices. Ensure appropriate management of negotiated contributions according to UNICEF Regulations and Rules.
  • Develop policy papers and guidelines to enhance Partnerships and initiatives for assigned donors for review/consideration of PPD Director and/or senior management.
  • Guide and support field offices to prepare and package programme proposals for assigned donors, advise them of funding opportunities for Other Resources and on their relations with assigned donors in the field.
  • Provide support in negotiating agreements, funding support and feedback to donors, as well as arranging meetings for funding purposes with assigned donors and assigned thematic area.
  • Supervise and guide the work of a small team of staff.

 

To qualify as an advocate for every child, you will have?

  • An advanced university degree (Master’s or higher) in social sciences, including but not limited to political science, economics, international relations, development studies, legal studies.
  • A minimum of 10 years of relevant professional experience at national and international levels in the areas of social and economic development and cooperation, preferably in the area of managing external relations, partnership, and fundraising in an international organization. 
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Remarks:

Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be cancelled.

All selected candidates will undergo rigorous reference and background checks and will be expected to adhere to these standards and principles.
