UN Women’s partnership under the nationally led Ta7wisha programme focuses primarily in supporting the women-led digital savings groups. By substituting the tin box that was originally used by rural women to pool their savings under the classical version of Savings Groups, the digital SGs now enable rural women to individually and collectively onboard (or “be banked”) and track their personal savings and individual and group loans through the “Ta7wisha” mobile phone application developed in 2021. Further, the national programme supports women’s access to national ID cards and provides technical and market-focused support to the women-led digital savings groups to deepen their economic opportunities. The nationally led “Ta7wisha” programme builds upon a previous partnership between UN Women, the National Council for Women, and the CBE (2013-2017), in which by the end of the EU-supported project, rural women had increased their personal savings by no less than 3 – 4 times and reported use of such savings as a buffer against hardships, such as illness and family loss of income.
To technically contribute and support the implementation of UN Women’s work under the Women’s Financial and Economic Inclusion Programme and in support of the nationally led “Ta7wisha” initiative, UN Women is recruiting a National Programme Analyst.
Duties and Responsibilities:
- Reporting to the Deputy Country Representative, the Programme Analyst contributes to the effective management of UN Women’s Financial and Economic Inclusion in Rural Egypt Programme and its national partnerships, including the nationally led “Ta7wisha” Programme.
- Working closely with the UN Women operations and Programme teams at the country, regional and global level, the Programme Analyst is responsible to coordinate the Programme’s implementation, ensuring the delivery of the UN Women Programme of work on financial inclusion by monitoring results achieved during implementation, financial oversight of the Programme and ensuring appropriate application of systems and procedures and develop enhancements if necessary.
- The Programme Analyst works in close partnership with the National Council for Women, the Central Bank of Egypt, the Ministry of Planning and other government entities, the national banks involved in “Ta7wisha”, and working with civil society and academic partners. The Programme Analyst will be the primary focal point of the Programme for UN Women’s development partners, the European Union, and the Kingdom of the Netherlands, on the day-to-day implementation of the work.
Specifically, the National Programme Analyst is responsible for:
Contribute technically to the development of Programme strategies in Financial and Economic Inclusion in Rural Egypt:
- Provide substantive inputs to the design and formulation of partnership proposals and initiatives.
- Identify areas for growth and partnership under the Programme.
- Contribute to substantive technical support to the implementation and management of the Financial and Economic Inclusion in Rural Egypt Programme:
- Provide technical inputs around the Programme to UN Women Country Office’s annual/biannual workplan and budget.
- Ensuring strong complementarity and support to the nationally led “Ta7wisha” Programme, contribute to the implementation of Programme activities.
- Ensuring timely delivery of Programme activities and commitments, as outlined in the partnership agreements and the overarching financing agreements with UN Women’s development partners under the Programme.
- Ensure timely delivery of finances and responsible for overall day-to-day monitoring of the Programme budget.
- Review, coordinate, clear and monitor the submission of implementing partner financial and narrative reports.
- Build partners’ capacities and tools for strong results-based management.
Provide technical assistance and capacity development to project/programme partners:
- Provide technical support in the implementation of programme activities and develop technical knowledge products as required.
- Maintain relationships with national partners to support implementation and expansion of the programme.
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
Contribute and provide technical inputs to the monitoring and reporting of the programme/ project:
- Contribute to the monitoring of the Programme’s overall implementation, including implementation of activities and use of finances using results-based management tools.
- Draft reports on monitoring missions, programme results, outputs, and outcomes.
- Draft donor and UN Women report under Financial Inclusion.
Contribute to the management of people and finances of the programme:
- Contribute to the monitoring of budget implementation, overall delivery and utilization and make budget re-alignments/revisions, as necessary.
- Provide substantive inputs to financial reports.
- Supervise UN Women personnel contracted under the programme, guiding the development of their individual workplans, their day-to-day performance.
Contribute substantive inputs to building partnerships and resource mobilization strategies:
- Provide substantive inputs to resource mobilization strategies and analyze/maintain information and databases.
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
- Support convening of stakeholder meetings, donor dialogues and public information events on the programme, as delegated.
Provide substantive inputs to advocacy, knowledge building and communication efforts:
- Ensure strong visibility of UN Women’s programme partnerships and the impact of the work.
- Develop background documents, briefs and presentations related to Financial Inclusion.
- Coordinate and organize advocacy campaigns, events, trainings, workshops, and knowledge products.
- Coordinate the development of knowledge management methodologies, and products on women financial inclusion in Egypt.
Required Skills and Experience:
Education and Certification:
Education and Certification:
- Master’s degree in social sciences, human rights, gender/women’s studies, international development, or a related field, required.
- A project/programme management certification would be an added advantage.
Experience:
- At least 2 years of progressively responsible work experience at the national or international level in design, planning, implementation, coordination, monitoring and evaluation, donor reporting and capacity building of development projects, required.
- Technical experience in women’s economic empowerment in general and in women’s productive clusters and entrepreneurship more specifically, required.
- Experience partnerships and coordination with government and development partners, required.
- Experience working in the UN System is an asset.
- Experience in the usage of computers and office software packages (MS Word, Excel, PPT, etc.) and knowledge of spreadsheet and database packages, required.
Language Requirements:
- Fluency (written & spoken) in English and Arabic is required;
- Knowledge of the other UN official working language is an asset.
