Tearfund in Ethiopia is looking for a competent and experienced Design, Monitoring, Evaluation, Accountability and Learning (DMEAL) Officer. The DMEAL Officer will support the Country office and JISRA Consortium in particular on all matters related to programme design, monitoring, evaluation and learning to ensure that accountability is mainstreamed in the delivery of Tearfund’s Ethiopia Strategy and that projects reflect Tearfund Quality Standards commitments.

JISRA is a partnership of 50 civil society organisations based in Ethiopia, Indonesia, Iraq, Kenya, Mali, Nigeria and Uganda, the United Kingdom, Belgium and The Netherlands. The programme is aimed at promoting peaceful and just societies where all enjoy Freedom of Religion and Belief (FoRB). JISRA works with a great variety of local faith-based actors, partners, networks, youth and women’s organisations to support, capacitate and amplify inclusive voices and policies. In Ethiopia, It is being implemented by eight local partners together with two international consortium partners; Tearfund and Faith to Action Network. The JISRA partnership in Ethiopia includes mainstream religions: Ethiopian Orthodox Tewahedo Church, Islamic organisations, Catholic, Protestant, Interreligious, and Faith-based local partners.

The DMEAL Officer is responsible for supporting partners to collect timely and relevant programmatic and field level information, documentation, learning, sharing and reporting to ensure quality and accountability in the programs. The role includes leading, follow-up on the project implementation, monitoring and evaluation of Tearfund and partners’ project activities and producing and submitting internal and external narrative and financial reports to donors, government and Tearfund strategic partners.

We are looking for a candidate with:

  • Master’s Degree in Programme/Project Management, Development Management, Social Sciences, Statistics, Economics, Disaster Risk Management or any other related field of study.
  • Five years (for MA) of progressive experiences in programme designing, proposal writing, monitoring, evaluation, accountability and learning
  • Proven skills and knowledge on proposal development and logframes
  • Proven skills and knowledge on MEAL budgeting, MEAL System/Applications

Do you have experience of:

  • Design Monitoring, Evaluation, Learning & Accountability systems
  • Working with multiple partners in monitoring and reviewing a program’s results achievement progress
  • Experience in DMEAL capacity building of staff and implementing partners
  • Proven experience of operating in insecure environments
  • Working with NGO specifically working with INGO’s and local organisations

This is a national full time position based in Addis Ababa, with frequent travel to the field. The role requires fluency in local languages, therefore Ethiopian nationals will be given preference for this role.
