Position Summary

This position oversees and coordinates procurement of goods, equipment, contracts, and services. This position sustains the college in accordance with LCC policies, procedures, strategic goals, and the State of New Mexico procurement code.

Duties & Responsibilities

JOB FUNCTIONS

  • Serves as the college’s liaison to the state’s purchasing officials.
  • Maintains procurement records, files and documentation.
  • Oversees the development of contracts and agreements and the monitoring thereof.
  • Oversees bid openings, works closely with departments and provides professional assistance in analyzing and evaluating solicitation responses in accordance with established criteria; negotiates with suppliers; obtains approvals at prescribed levels of authority; issues award letters and contracts.
  • Participates in the development and update of procurement related policies and procedures; conducts training and orientation of college personnel, department staff, and suppliers in purchasing policies and procedures
  • Works closely with central receiving to ensure proper receipt and asset inventory management; oversees purchasing assistants/contractors as needed.
  • Plans and executes a broad range of procurement services including preparation of bids, quotes; assists with developing specifications, scope of work, and selection criteria.
  • Maintains confidentiality as a member of the fiscal office staff.
  • Performs other duties as assigned.

REQUIRED KNOWLEDGE

  • In-depth knowledge of New Mexico procurement code and related statutes, technical procurement and formal request for proposal process demonstrating increasing responsibility and technical capabilities
  • Effective oral and written skills
  • Ability to train subordinate personnel and employee groups
  • Must renew required certification bi-annually
  • Ability to develop quality improvement and operational plans, and related documents; prioritize activities, conduct technical analyses, and meet deadlines

WORK ENVIRONMENT

  • Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The worker sits most of the time.
  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and visual inspection.
  • The worker is not substantially exposed to adverse environmental conditions.

EDUCATION, EXPERIENCE , AND LICENSES

  • Bachelor’s Degree in Business or related field with three years of experience in public procurement or an equivalent combination of education and experience is required.
  • State Certified Procurement Officer’s certification is required or must obtain required certification during the first year of employment.
  • Supervisory experience is preferred.
