Overall Position Purpose:
This position is open to Thai nationals or those who can work legally in Thailand. The Assistant Regional Finance Officer assists the Regional Finance Supervisor in the overall financial management of JRS Asia Pacific Regional Office while providing support and assistance to JRS Countries in the region as needed.
Responsibilities:
- Assist in the establishment & maintenance of an accountable, effective, efficient, proper and transparent financial filing system of all documents relating to finance, including maintaining a computerized finance system
- Ensure that proper authorization is obtained for all disbursements and proper documentation of all transaction is maintained systematically, including codes of payment vouchers before disbursement
- Undertake regular closing procedures including reconciliation of bank accounts, statements with country offices, as appropriate, and staff advances, cash, etc.
- Keep systematic transaction record of all staff benefits used
- Maintain a register of all assets in accordance with JRS policies
- Assist in training, coaching and developing the capacity of field/country finance staff and ensure that all staff are conversant with financial policies and procedures
- Assist in monitoring/review of projects expenditure and financial control in compliance with JRS policies and procedures
- To coordinate with auditor and provide all documents as required and ensure proper auditing procedures
- Assisting the Regional Finance Officer for internal auditing in the field/country office as needed
- To liaise with Bank regularly and when necessary
- To assist and ensure all deadlines are observed, i.e. reports from the projects, reports to donors, auditors, etc.
- To assist the Regional Finance Officer in preparing the regular (i.e. monthly/quarterly/6 months/annual) financial report (e.g. income vs expenditure), preparation of balance sheet, etc. for Regional Director
- To work together with the Programme and Human Resource Officer in order to ensure the overall quality financial management of the project and its resources
- To assist in in providing regular financial analyses of all projects, raising concerns and giving appropriate recommendations to the Regional Director for further improvement/appropriate action
- To work with the grants and fundraising team and be informed of all donor requirements and alert the Regional Finance Officer of any issues, e.g. status of funds—income vs expenditure, etc.
- To assist in initiating regular meetings with programs and grants team to discuss relevant issues, prepare proposals, etc.
- To visit the projects to better understand the plight of refugees and displaced people and the JRS vision and mission
- To ensure that JRS country and project teams implement and maintain the use of JRS international finance templates, reporting policies and tools
Qualifications and Experience:
- University or bachelor’s degree in accounting, Finance, Business Administration or equivalent
- Minimum 3 years of relevant experience in the area of finance and accounting is required.
- Thai national/citizen with ID card or can legally work in Thailand. This requirement will not be waived.
- Intermediate/Advanced computer proficiency—Thai & English (Microsoft, Word, Excel, etc.), emails, and the use of accounting software (NAVISION, QUICKBOOK)
- Fluency in Thai, good written and spoken English. Ability to understand and write English-language reports and documents.Demonstrated ability and experience of working in a multi-cultural work environment.Willingness to work and travel overseas on JRS work-related visits in difficult areas and live a simple lifestyle
