Org. Setting and Reporting
This temporary position is located in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in New York. The incumbent will report to the Deputy Director of the Investigations Division (ID) in New York. The incumbent will be required to travel to remote locations, at times for extended periods, to manage and conduct investigations. OIOS is the internal oversight body of the United Nations and assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, and inspection and evaluation services. ID/OIOS investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources and abuse of authority.
Responsibilities
Within delegated authority, the incumbent will serve as the Chief of the Investigations Section in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in New York. The incumbent will be responsible for the following duties: • Plans, organizes, manages, and oversees investigations of cases of alleged misconduct, malfeasance, mismanagement, waste of resources, abuse of authority, fraud, corruption, sexual exploitation and abuse (SEA), and violations of United Nations regulations and rules; • Ensures that investigations are carried out in a timely fashion and coordinated within the work of the Division and with other organizations of the United Nations system, as appropriate, and develops, implements, monitors and evaluates assigned investigations; • Ensures the preparation of investigation reports, together with findings and recommendations and related disciplinary and jurisdictional actions, as well as evidence and materials to support such actions; assigns tasks to investigation team members to assist in carrying out the assignments; • Creates and maintains a case activity list of the active and open investigations for priority setting and overall case management by the Director; • Prepares cases for submission to the United Nations justice system and/or referrals to relevant national jurisdictions; responds to requests for information, assistance and advice from offices and departments outside the Division; supervises intake, processing and evaluation of all new matters for jurisdictional decisions; coordinates the Division’s information management to ensure conformity and relevance to United Nations legal requirements, as applicable; has responsibility for the management and handling of evidentiary material, including locating and liaising with relevant forensic institutions; liaises and coordinates between the Division and the relevant United Nations legal offices — the Administrative Law Section and the Office of Legal Affairs; carries out responsibilities for ensuring the legal sufficiency of the planning and reporting documents of the Division, including matters concerning peer reviews; • Liaises with other Offices’ and Departments’ staff and management, both at Headquarters in New York and at field missions worldwide, in discussing the work of the Office; coordinates the presentation of disciplinary cases to national jurisdictions or administrative disciplinary bodies; provides advice and expertise on investigatory matters; • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need; • Oversees administrative tasks as appropriate; and • Carries out other tasks assigned to him or her.

Education
Advanced university degree (Master’s degree or equivalent degree) in law or a field related to investigations. A first-level university degree in law or a field related to investigations in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of 10 years of progressively responsible experience in investigatory work and investigation management, including supervisory functions, is required. Experience in interviewing subjects and witnesses in the furtherance of investigations, including international investigations, is required. Experience in analysis of evidence and preparation of files of evidence is required. Experience in applying and promoting a victim-centered approach to investigations is required. Experience in conducting quality assurance of investigation outputs is required. Experience in investigating implementing partners misconduct in relation to procurement and donor fund fraud is desirable. Experience in budget proposal, preparation and management related to investigations is desirable. Experience in enforcing investigation related policies and procedures in accordance with jurisprudence and the Organization’s legal framework is desirable. Experience in developing and delivering investigation training and briefings to international civil servants is desirable. Experience in digital forensics and data analysis related to investigations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. A working knowledge of French is desirable. Knowledge of another official language of the United Nations is desirable.

Special Notice
This temporary position is financed by the regular budget of the United Nations and is available for 364 days with the possibility of an extension. The appointment, or assignment, and renewal thereof are subject to the availability of the post or funds, budgetary approval, or extension of the mandate. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
