Under the overall authority of the Assistant Director-General for Culture (ADG/CLT), the general supervision of the Director of World Heritage (DIR/WH), and the direct supervision of the Heads of the Europe and North America (WH/ENA) and Africa Units of the World Heritage Centre (WH/AFR), the incumbent shall perform the function of Associate Project Officer and will be responsible for planning, coordination, development, implementation and monitoring of the second phase of the World Heritage Online Map Platform (WHOMP) project, supported by the Flanders UNESCO Trust fund (FUT), with a special focus on Africa, in close cooperation with the partners and stakeholders involved, including the Advisory Bodies to the World Heritage Committee.
In particular, the incumbent will be responsible for the:
  • Preparation, implementation and follow-up of detailed activity programming, including contract drafting, monitoring of implementation, budget management and donor reporting;
  • Coordination of the collection, verification and production of geospatial data for World Heritage properties, in consultation with the relevant partners, including the Advisory Bodies to the World Heritage Committee and States Parties, and in close coordination with the Nominations Unit as part of the Retrospective Inventory process;
  • Coordination of the development of the World Heritage Online Map Platform, including its further integration with UNESCO’s knowledge management systems, including the World Heritage Centre’s database, and the inclusion of built-in geoprocessing tools for spatial analysis of factors that threaten or enhance the Outstanding Universal Value of World Heritage properties;

  • Organisation and facilitation of capacity-building sessions for World Heritage site managers, in close collaboration with the African Site Managers Network (ASMN), on Geospatial Information Technologies for World Heritage monitoring and management, in line with UNESCO’s Global Priority Africa (Flagship Programme 3), the Regional Action Plan for Africa (2021-2027) and African Union’s Agenda 2063: The Africa We Want (in particular to its Aspiration 5);
  • WHOMP synergies with similar initiatives led by UNESCO or its partners (Advisory Bodies, UNESCO Chairs, etc.), such as Dive into Heritage or UNESCO Earth Network, or UNESCO-UNITAR Monitoring of Cultural Heritage Sites, Museums and Historic Cities via Satellite Imagery, in liaison with relevant entities within and outside the Cultural Sector (in particular UNESCO Bureau of Digital Business Solutions);
  • WHOMP’s visibility via various communication media (social networks, dissemination/awareness-raising events, etc.).
Required Qualifications:
Education:
  • Advanced university degree (Master’s or equivalent) in culture, cultural and/or natural heritage, geography, history, archaeology, or related areas.
Work experience:
  • At least two years of relevant professional experience in the design, management and implementation of projects of which preferably one year acquired at the international level.
  • Proven professional experience in Geographic Information Systems (GIS) and database management.
Skills/Competencies:
  • Proven ability to coordinate all stages of the project cycle (preparation of project proposals, design, implementation, monitoring and evaluation), and to ensure that deadlines are met.
  • Proven ability to build partnerships and coordination with a wide range of partners and stakeholders within and outside the Organization, at national and international level.
  • Strong knowledge and skills in GIS software (e.g. ArcGIS, QGIS, GRASP) and its general principles.
  • Strong written and oral communication skills and a high level of drafting skills.
  • Strong coordination and interpersonal skills.
  • Basic web applications development skills (GitHub, Bootstrap, ESRI Experience Builder, etc.).
  • Excellent IT skills, including standard office software (e.g. Word, Excel, Outlook, PowerPoint).
  • Ability to work in a multicultural environment and maintain effective team cooperation.
Languages:
  • Excellent knowledge of English or French (both written and oral) and a good knowledge of the another.
