Context:

Under the overall supervision of the Head of Sub-Office in Cotabato, with direct administrative and technical supervision of the National Peace, Transition and Recovery Programme Coordinator, the successful candiate will be accountable and responsible for supporting the implementation of the transition and recovery projects, especially initiatives that aims to achieve broader and long-term stability and to prevent, mitigate, and reduce the drivers and effects of displacement and forced migration in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and its neighbouring areas, more specifically in the provinces of Maguindanao del Sur, Maguindanao del Norte and Special Geographic Areas, in line with IOM policies, standards, and commitments.

Core Functions / Responsibilities:

1. Assist in coordinating and guiding the field implementation team on field operation, quality control, execution of conflict-sensitive standard procedures, documentations and ensure appropriate follow-up as necessary.

2. Assist the Peace, Transition and Recovery Unit by providing analysis and technical inputs on the planning, implementation and monitoring of the projects related to community stabilization and durable solutions in BARMM.

3. Support the liaison and coordination activities with the key government counterparts and stakeholders in coordination with the National Peace, Transition and Recovery Programme Coordinator.

4. Assist in coordinating the project’s administrative and clerical tasks such as preparing necessary travel and procurement requisitions, documents, materials and resources for smooth execution of planned activities.

5. Lead the consolidation and updating of means of verification and documentations including project activity reports, human interest stories, documentations on best practices and challenges, photo documentations, project data sets, in accordance with IOM and donor requirements.

6. Support the operationalization of the Accountability to Affected Population (AAP) mechanism and Prevention of Sexual Exploitation and Abuse (PSEA) strategies for the project.

7. Identify challenges, emerging trends and priorities, and provide inputs and recommendations to Peace, Transition and Recovery Unit.

8. Conduct necessary assessments, information verification or validation, updating and feedbacking, and monitoring in line with program implementation deliverables and in coordination with project partners.

9. Undertake duty travels in support of the programme and perform other duties that may be assigned.

Required Qualifications and Experience

Education

  • University degree on Conflict Studies, Peace and Development, Sociology, or a related field from an accredited academic institution with a minimum of four years of relevant professional experience; Or,
  • High school diploma with a minimum of six years of relevant professional experience.

Experience

  • Experience in project operations, team management, and implementation in a diversed and challenging environment.
  • Work experience on humanitarian, development and/or peacebuilding nexus projects is an advantage.
  • Experience in liaising with governmental authorities including civil society, international non-government, and UN related organizations.

Skills

  • Field implementation skills on peacebuilding, community stabilization, and socioeconomic development in armed conflict affected areas.
  • Sound writing, documentation, and project reporting skills.
  • In depth knowledge on migration issues, data protection, project management, and reporting.

Languages

For this position, fluency in English and Filipino is required (oral and written). Working knowledge in BARMM language is an advantage.
