1. Objective of the assignment

In response to high demand for cloud transformation from its customers, IPOBSD is planning the digital transformation of up to 15 IP offices for the use of IP administration systems by the end of 2024. IPOSS is the section in IPOBSD dealing with deployment and support matters of Business Solutions on the cloud.

To achieve this target, the incumbent will join the IPOSS team for the coordination and delivery of the transformation projects of WIPO Suite to the cloud. This will include, but not limited to the requirements gathering, project planning, and coordinating with internal staff and IPOs on the deployment of WIPO suite in IP offices.

2. Deliverables/Services

(a) Developing, coordinating and executing project plans of cloud transformations, in consultation with development teams, account managers and clients from member states and Translate into well-defined deployment plans.
(b) Regular interactions with IPOs and status update to stakeholders and key projects’ participants on projects’ progress.
(c) Knowledge sharing and training activities with IPOs, in coordination with the other sections of the division.
(d) Quality measures and delivery metrics, in-line with division standards and meeting customers’ expectation.
(e) Contribution on product enhancement activities based on feedback collected from the experiences of member states.

3. Reporting

The incumbent will work under the direct supervision of the head of the IPOSS Section.

The incumbent shall provide monthly reports covering tasks, accomplishments and services delivered for each month. The incumbent will work closely with the project manager in IPOSS and under direct supervision of the head of IPOSS. In performing his/her duties, the incumbent will be also coordinating with the Product Development Section in IPOBSD and other units in WIPO dealing with cloud operational matters, as and where necessary.

4. Profile

Experience
– 7 years of experience in the delivery of complex IT solutions, of which at least 2 years of project coordination and implementation.
– 3 years of experience deployment of SaaS applications on major cloud platforms (e.g. AWS). Including containerization and orchestration technologies; Infrastructure-as-Code deployment methods and Identity & Access Management.
– Experience in service delivery working with nearshore and/or offshore teams as well as external contractors.
– Knowledge of SQL-based databases (Oracle, MSSQL, Postgres…etc.). Working and tuning of databases on the cloud is a plus.
– Hands-on ticketing systems, including issues’ prioritization, escalation and administration. Experience doing IT level I/II support and advanced troubleshooting.
– Experience in the business processes and automation of IP offices (patent, trademark, designs) is a plus.

Knowledge, skills and competencies
– Project management skills, especially in working within diverse teams of technical and business staff. ability to communicate on technical and business issues with a diverse audience.
– Sound knowledge of modern information technologies such as relational database management systems, Java, JSP, J2EE, XML, cloud computing and advanced HTML techniques and concepts.
– In-depth knowledge of AWS and cloud best practices.
– Working knowledge of project management tools and software (e.g. MS Project, Trello, Asana Pivotal Tracker …etc.)
– Good knowledge of activities’ processes and tools (such as Jira)

Languages
– Excellent written and spoken English;
– Knowledge of at another UN official language is desirable.

Education and Certification
– First-level university degree in computer science, information science or other closely related discipline;
– Project management certification (PRINCE2, PMP or equivalent).
– AWS certified cloud practitioner or higher
