Key Responsibilities

The Project Field Coordinator oversees the technical, administrative, and financial implementation of the project, with the support of the project officer at Expertise France headquarters, the short-term experts mobilized for activities and in close cooperation with partners and the donor in Jordan.

He/she ensures the planning and implementation of activities entrusted to Expertise France, which include the following responsibilities:

Project Leadership

  • Implementing project goals, objectives, and strategies aligned with the budget of activities;
  • Overseeing the preparation and the update of the project documents and tools such as the work and financial plan and reviews, the terms of reference (TOR) for hiring of short-term experts,…etc;
  • Supervising the annual planning exercise to ensure that all the activities are programmed within the year and that the different budgetary requirements coming from Agence Française de Développement (AFD) are reflected in the budget, e.g., travel needs, supplies, etc;
  • Maintaining high level dialogue with the donor (AFD) and the partners (JCD/PSD,…).

Short-term Experts Management

Based in Amman, the Project Field Coordinator is responsible for the coordination and supervision of the project. His/her specific responsibilities include:

  • Following the technical activities led by the short-term experts (preparation of the activities with the partners before the launch, follow-up of the activities in terms of organization, financial and administrative aspects);
  • Taking charge of technical consultants to ensure the punctual delivery of outputs and related products entails active mobilization during missions and rigorous review of reports, among other responsibilities;
  • Fostering a collaborative and high-performance work environment with all the stakeholders involved within the project;
  • Conducting regular performance evaluations and provide constructive feedback to the project officer based in Paris.

Financial Management

  • Overseeing the project budget and ensuring efficient allocation of resources
  • Coordinating with the Expertise France Admin/Fin officer for the local expenses needed for the project activities;
  • Ensuring reporting on financial expenses and co-writing technical reports for the headquarter according to the formats established by EF, and in collaboration with the Project Assistant and the Administrative and Financial Manager in Paris.

Stakeholder Engagement

  • Acting as the field focal point for maintaining the relationship with the donor;
  • Cultivating and sustaining robust connections with key stakeholders and serving as the field focal point for the project;
  • Undertaking the role of representing the organization at pertinent meetings, conferences, and events related to the project underscores the importance of effective engagement and visibility.

Monitoring and Evaluation

  • Communicating with the Headquarters through the Project Manager as the field focal point;
  • Drafting semi-annual reports and the final narrative report in coordination with the Project Manager at the headquarters;
  • Supervising and implementing a comprehensive monitoring and evaluation framework;
  • Ensuring the collection of relevant data to measure project impact and outcomes, in close cooperation with the M&E expert based in Amman.

Required Profile

  • 8-10 years of experience in project management, especially in projects in international development with local governments and the delivery of capacity building interventions;
  • Must have a Master graduate degree in Public Administration, Public Policy, Project Administration, or other relevant fields;
  • Working knowledge of government processes and inter-governmental relations;
  • Experience in Civil Protection will be an asset;
  • Excellent skills in technical report writing; communication; coordination, organizing, process facilitation and training, and partnership building;
  • Results-oriented, good understanding of capacity building concepts and processes, institutional assessments and audit, and related topics.

Qualifications and skills

  • Ability to plan, organize, and implement a technical assistance;
  • Ability to work in multi-disciplinary and multicultural environments;
  • Deep Knowledge of project engineering:
    • Strategic planning and project cycle;
    • Technical, administrative, and financial management.
  • Experience in procurement and recruitment;
  • Experience in coordination and management especially with the donors and local counterparts;
  • Competencies in terms of communication and interaction with diverse stakeholders (preferably in terms of bilateral or multilateral cooperation);
  • Fluent in English and in Arabic;
  • First Aid Certificate (<2 years) is highly appreciated.

Project description

The Government of Jordan (GoJ) and the Agence Française de Développement Group have been working together for civil protection strengthening and Disaster Risk Reduction (DRR) since 2019. The AFD support has taken the shape of a 5M EUR grant to finance the “Strengthening Civil Protection and Relief Capacities in Jordan” project, implemented for one part (1.5 M EUR, now closed) by Expertise France, and directly (3.5 M EUR) by GoJ for the procurement of vehicles and equipment, for which delivery is expected as soon as possible. The technical assistance implemented by EF finished on June 2023.

Following the expression by the Jordan Civil Defense (JCD) of need to ensure a continued partnership and strengthen the results and impact of the “Strengthening Civil Protection and Relief Capacities in Jordan” project, AFD and the French authorities, have recently agreed to commit to an additional envelope for technical assistance (TA). The envelope will be financed through the Fund for technical expertise and exchanges (FEXTE) for a maximum amount of 600 000 EUR.

In continuity with the “Strengthening Civil Protection and Relief Capacities in Jordan” project, the TA will be implemented by Expertise France for 15 months as of January 2024, at the benefit of and in close coordination with GoJ.

Main objectives of the Technical Assistance

The TA will aim at

  1. improving Jordan Civil Defense capacities and their tools in order to develop a better resilience face to hazard risks,
  2. enhancing the mechanisms created or reinforced under the “Strengthening Civil Protection and Relief Capacities in Jordan” project, and
  3. prefiguring a subsequent project, which AFD could finance through a mix of loan and grant funding, depending on GoJ needs and requests.
