OVERVIEW OF THE FUNCTIONS OF THE POST
Under the overall authority of the Director of Human Resources Management and the direct supervision of the Chief, Talent Management and Outreach Section, and under functional supervision of the Senior Human Resources Officer, the Senior HR Assistant will ensure administrative support and operations related to the recruitment of General Service personnel in the UNESCO Field Offices, Liaison Offices and Cathegory I Institutes. The Senior HR Assistant will also oversee HR data management and develop and produce reports and dashboards to support evidence-based decision-making. The incumbent will be the main point of contact for the application tracking system (ATS) and other recruitment and assessment tools owned by the Section.
The incumbent will have the following responsibilities:
- Provide comprehensive support and guidance on the recruitment process for General Service positions, including those in field offices, liaison offices, and category 1 institutes.
- Assist in the creation of job applications, the advertisement of vacancies, and the screening of applicants for hiring offices.
- Collaborate with hiring managers to determine and apply suitable candidate assessments, such as written tests, skill evaluations, and pre-recorded video interviews.
- Organize and oversee the administration of these assessments through a specialized IT platform.
- Compile and manage the results of assessments and feedback from evaluators or recruitment managers.
- Serve on the interview panel for General Service positions when needed.
- Evaluate and approve panel recommendations to ensure they adhere to relevant rules, regulations, and human resources policies.
Long Description
Data Analysis and reporting
- Collect, validate, and manage HR-related data by the Section, ensuring compliance with UNESCO regulations and policies.
- Create detailed HR reports, dashboards, and analyses to support informed decision-making processes.
- Prepare regular and ad hoc reports for HR management, the senior management team, and other stakeholders.
- Produce periodic reports and metrics to assess recruitment and staffing effectiveness, offering recommendations for enhancing processes.
ATS and recruitment tools administration
- Manage and administer the Applicant Tracking System (ATS), ensuring it fulfills organizational needs and requirements.
- Collaborate with IT departments and external vendors to facilitate system improvements and updates.
- Act as a reliable source of information and support to employees regarding system or tool issues, offering prompt support and resolutions.
- Conduct training sessions for HR, administrative, and support staff on using the ATS and other recruitment tools, maintaining high-quality standards.
- Create and periodically update user manuals for the HR team, hiring managers, candidates, and other relevant stakeholders.

REQUIRED QUALIFICATIONS
Education
- Completed secondary, technical and/or vocational education.
- Professional certification/qualification in Human Ressources would be an asset.
Experience
- Minimum 8 years of relevant professional experience in human resources management, administration, business or public administration or related areas.
- Experience in recruitment/staffing function.
Skills and competencies
- Excellent communication skills, both oral and written.
- Excellent inter-personal skills and ability to build trust-based relationships with colleagues at all levels and with external partners.
- Excellent coordination, organization and planning skills; strong analytical and problem solving skills.

- Excellent IT skills and knowledge of ATS tools such as Success Factors and assessments tools/platforms.
- Strong analytical skills with proficiency in data analysis tools (e.g., Excel, SQL, Python).
- Knowledge of the data vizualization tools (eg Power BI, Tableau etc).
Languages
- Excellent knowledge (oral and written) of English or French and good knowledge of the other language.
DESIRABLE QUALIFICATIONS
Work Experience
- Experience in an international/multilateral organization.
- Experience in supporting change management programmes.
Languages
- Knowledge of other official UNESCO languages (Arabic, Chinese, Russian or Spanish).

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximate annual starting salary for this post is 46 568 Euros.
