Climate change-induced soil and water salinity are projected to adversely impact freshwater dependent agricultural livelihoods (leading to loss of productivity or livelihoods) as well as the availability and quality of drinking water in vulnerable coastal communities. Furthermore, given women’s crucial role that play in water security and household level resilience, and their socio-economic marginalization, the climate change-induced threat to agricultural livelihoods and drinking water security of the affected coastal communities disproportionately affects women and girls.

Therefore, the key objective of the project has been to support the Government of Bangladesh (GoB) in strengthening the adaptive capacities of coastal communities, especially women, to cope with the impacts of climate change-induced salinity on their livelihoods and water security. An estimated 719,229 people will be benefitted from the project interventions.

The project has been empowering target communities, especially women, as ‘change agents’ to plan, implement, and manage resilient livelihoods and drinking water solutions. The project is expected to enable those communities to address climate change risks on livelihood and drinking water security to promote synergistic co-benefits. GCF resources are invested in promoting a diversification from currently non-adaptive, freshwater-reliant livelihoods of small-scale farmers, fishers, and agro-laborer’s towards climate-resilient agricultural livelihoods. GoB co-financing is leveraged to support the adoption and scale of these alternative, climate-resilient agricultural livelihoods through strengthened value chains and market linkages for their long-term viability in the face of increasing salinity and extreme weather. Finally, through investments in institutional capacities, knowledge dissemination, and evidence-based learning, the project is enabling pathways for replication and scale of project impact to secure livelihoods and drinking water across the vulnerable districts of the southwest coast of Bangladesh.

Under direct supervision and overall guidance of the Project Coordination Specialist, the Adaptive Livelihood Analyst will be working to support the adaptive livelihood interventions and issues for the projects.

This position will be supervised by Project Coordination Specialist, “Enhancing adaptive capacities of coastal communities, especially women, to cope with climate change induced salinity” Project (Annex: Signed Project Document /Recruitment Plan 2024 supporting for this position).

Duties and Responsibilities:
  • Provide strategic technical leadership in developing livelihood sector strategies, implementation plans, monitoring plans, and knowledge products; Evaluate existing livelihood strategies under the GCA operational area focusing on agriculture, fisheries, and other key sectors. Assess the impact of climate change on current livelihoods, identify vulnerabilities and provide necessary recommendations based on the context.
  • Build the program staff, partner staff capacity in planning, implementation, monitoring, and evaluation of livelihood activities based on the identified technical gaps in knowledge and skills. Moreover, provide feedback to other components as well to run the project smoothly following an integrated approach.
  • Develop community-driven adaptation strategies and adoption of technologies resistant to changing climatic conditions; and suggest approaches to enhance the quality of existing livelihoods programs, drawing on local best practices.
  • Prepare Guideline to enhance the community’s ability to respond to climate-related events specially in the livelihood sector in light with existing Early Warning systems in GCF Project Document.
  • Consider gender-specific vulnerabilities and the differential impact of climate change on various social groups and develop strategies that promote gender equality and social inclusion in climate-resilient livelihood interventions.
  • Involve and capacitate government authorities/implementing partners including local government institutions to conduct comprehensive needs assessment/s for a short and medium term, emphasizing on the livelihood needs of communities affected.
  • Review of previous, existing and upcoming livelihood initiatives undertaken by Projects and provide feedback to UNDP, Government and others as applicable following GCF Rules and Regulations. Moreover, identify and disseminate best practices, lessons learnt and new technical strategies/approaches.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience:
Education:
  • Advanced university degree (master’s degree or equivalent) in in Climate Change/ Environmental Science/Social Science/Development Studies/Public Policy/Development Policy/ Agriculture or Fisheries or other related field is required, or
  • A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Mater´s degree.
Experience:
  • Minimum 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of working experience in UN/GoB/INGOs in the field of Livelihood management related to climate change, environment and rural development.
  • Strong Proven track record of working with Government, LGIs, Partner NGOs, and other key stakeholders in Bangladesh is an asset.
  • Extensive experience in projects promoting livelihood interventions especially in the Vulnerable areas of Coastal belt is an asset.
  • Demonstrated experience in community mobilization and engagement is an asset.
  • Demonstrated experience on building market linkages and value chain development is an asset.
  • Expertise on early warning system in the coastal context centering on adaptive livelihood options.
  • Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate.
  • Leads component/team effectively and shows conflict resolution skills.
  • Demonstrates strong oral and written communication skills.
  • Demonstrates openness to change and ability to manage complexities.
