Summary of the Position

Heartland Alliance International (HAI) requires the services of a full-time Security Manager for its operations throughout the Middle East. The Security Manager will be responsible for all aspects of safety and security of all HAI personnel, programs, and assets throughout Iraq, NE Syria, and other countries in the region as HAI’s footprint expands.

 

Essential Duties and Responsibilities

  • Continuously monitor safety and security environment throughout the country.
  • Update country safety and security plan at a minimum of twice per year, and whenever there are significant changes to the security environment or programmatic activity.
  • Generate weekly security updates that highlight security incidents, security training that has been conducted, and any restrictions that are in place for the week.
  • Produce incident reports to local leadership and HAI HQ in a timely manner and in accordance with HAI policies.
  • Provide regular assessments and recommendations regarding personal, technical, communications, and physical security to the Country Director and the Global Security Director.
  • Build active networks to gather current safety/security information and take responsibility for all security relationships with partners, contractor organizations, embassies, INGOs, local law enforcement and military organizations, and community representatives.
  • Monitor ongoing political and security developments in Iraq and the broader Middle East using open source tools and through adjacent and partner organization networks.
  • Develop and oversee a comprehensive journey management program based on current risk assessments, road reconnaissance, and the full use of information sharing networks.
    • Requires a familiarity with the rapidly changing threat environment, NGO best practices, and organizing group movements to the Federal Territory of Iraq and post-conflict zones.
    • Should incorporate the use of satellite phones, GPS tracking, vehicle management and convoy discipline to ensure staff accountability during the conduct of personnel movements.
  • Assist with the implementation of a global training program to include personal security, situational awareness, hostile environment, travel management, first aid, driver, and crisis response training.
  • Conduct initial and periodic reassessments of all program leased property to include office space, residences, and warehouses, and make recommendations to the Country Director regarding upgrades and enhancements, as appropriate.
  • Assess the risk of program start-ups and participate in the risk assessment process of ongoing proposals.

Qualifications, Skills, and Experience

  • Candidates must be of unimpeachable character with a drive to improve lives.
  • Candidates must be proficient in English, Arabic, and Kurdish.
  • Candidates must demonstrate an advanced understanding of the security context throughout Iraq.
  • Candidates must be proficient in Microsoft Outlook, Teams, Word, Excel, and other Microsoft suite programs.
  • Candidates must be proficient in the use of satellite communications devices and able to instruct staff in their use.
  • Candidates must have at least 5-7 years of security management experience with an NGO, International Organization, or large for-profit enterprise, or a first-level university degree in a relevant field combined with military/government service and at least 2 years of relevant private sector experience.
  • The selected candidate must possess all relevant certifications and licenses issued by appropriate local government authorities to work and operate in all areas of Iraq, and have the ability to travel to northeast Syria and other areas of the Middle East region as required and necessary.
