Job Appointment:  Full time, regular
Work Schedule:  Monday – Friday 8am-5pm.

Work Location:  Hybrid; In-person work to be conducted at The Vanport Building located at 1810 SW 5th Avenue. Remote work must be performed within Oregon or Washington.
 
Position Summary
The Bureau of Planning and Sustainability (BPS) and the Portland Clean Energy Community Benefits Fund (PCEF) are seeking a forward-thinking program lead with a strong commitment to climate justice.  Being part of the PCEF team is a fast-paced, dynamic and fluid endeavor.  This position is likely to evolve and expand in exciting ways over time.  See below for information:  

This position will lead the clean energy work in single family residential buildings within the clean energy team. The clean energy single family team is responsible for investing $140 million over the next five years in energy efficiency and renewable energy projects and programs that reduce greenhouse gas emissions and advance racial and social justice.  PCEF has a current goal for single-family homes of providing clean energy improvements to more than 700 housing units each year; the large majority of these housing units will be occupied by people with low income. Clean energy single family funding is distributed through two channels, a strategic program and a community responsive grant program. These programs and projects are managed through a combination of grants and contracts to both non-profit and for-profit organizations.  More information about current and proposed initiatives can be found in the program’s five-year Climate Investment Plan, download.

As a Climate Action – Single Family Housing Program Lead, you will:

• Build a team by adding additional staff, as needed. Provide guidance, support, and supervision to the clean energy single family team, fostering an inclusive and equitable work environment. 
• Track and report team budget and performance across all grants and contracts.
• Oversee the development of new programs in your respective area, including designing program structures, evaluation criteria, and application review processes with climate justice considerations.
• Ensure projects and programs are designed and executed with a focus on greenhouse gas reduction and benefit to communities that have not historically benefited from climate programs. 
• Facilitate multi-stakeholder interactions. With other members of the PCEF team, support grantees, contractors and stakeholders (e.g., contractors, industry associations, members of the community, etc.) in opportunities to collaborate, improve outcomes, develop best practices, and share lessons learned.
• Assist with program analysis and evaluation: In coordination with other members of the PCEF team, this position will perform analysis related to best and emerging practices and contribute to the program’s continuous improvement efforts. 
• Apply relevant regulations, policies, and guidelines through a climate justice lens to support successful program implementation.

To Qualify

The following minimum qualifications are required for this position:

• Experience successfully collaborating with communities of color and people traditionally underrepresented in decision-making; facilitating inclusive participation in programs and activities; and communicating cross culturally.
• Experience managing complex projects, budgets, and resources effectively. 
• Knowledge of clean energy technologies, industry players, trends, climate justice principles, best practices, and the ability to integrate them into program development and implementation.  
• Ability to provide staff guidance, support, supervision and hold team accountable for deadlines and deliverables.
• Ability to collaborate with PCEF team and external stakeholders to design and evaluate programs related to clean energy projects and programs in single family housing.
• Ability to apply relevant code, regulation, permitting requirements, administrative rules, and policies, and exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines to support program success.
