Qualifications

Purpose of consultancy

To contribute to the development and strengthening of data quality and analytical pipelines.

Background

The Division of Data, Analytics and Delivery for Impact (DDI) supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. The Division’s goal is to build capacity in Member States to monitor the health of their populations and the impact of health interventions and to promote evidence-based policy decisions. It is responsible for strengthening country health information systems, data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics and undertakes analysis of health trends and determinants. It also serves as the focal point for collaboration with other departments with regard to primary data generation efforts and analysis.

Robust, reliable, and timely data are essential in countries to inform high-impact policies and programmes that will deliver measurable impact at both national and subnational levels. Critical data gaps and limited capacities to produce and utilize evidence to drive policy change undermine efforts to reduce health inequalities. To address these gaps, there are ongoing efforts with partners to strengthen data and analytics capacity to undertake health issues and priorities set by Member States.

Deliverables

  • Deliverable 1: Contribute to the development of data and analytical pipelines.
    • Activity 1.1: Develop and review data products that support strengthening of data quality and availability in the African region.
    • Activity 1.2: Liaise with technical programmes and teams in the division to review and release data-related deliverables for the Seventy-seventh World Health Assembly (WHA77).
      Expected delivery date: by 31 July 2024
  • Deliverable 2: Develop technical implementation plans.
    • Activity 2.1: Liaise with relevant stakeholders to evaluate and scope key initiatives related to improvement of health data quality and availability, with a focus on the African context.
    • Activity 2.2: Contribute to the development, review and reporting of project activities conducted by the hiring division in the African region.
    • Activity 2.3: Scope, define and develop a project plan for deliverables related to health estimates for the WHA77 by liaising with WHO technical programme stakeholders, leadership and partners.
      Expected delivery date: by 31 July 2024
  • Deliverable 3: Develop project monitoring mechanisms.
    • Activity 3.1: Define and execute project plans for activities related to improving health data quality and availability according to event dates and submission deadlines.
    • Activity 3.2: Coordinate the release of deliverables related to health estimates for the WHA by identifying specific steps with delivery milestones required and following up on their sequential completion.
    • Activity 3.3: Contribute to the review and reporting of project deliverables by identifying specific steps required and following up on their sequential completion.
      Expected delivery date: by 15 December 2024
  • Deliverable 4: Contribute to the development of a management strategy for expert groups.
    • Activity 4.1: Establish management mechanisms for data analytics expert groups maintained by the Division.
    • Activity 4.2: Provide technical input and advice to develop workplans for each expert group and support effective implementation of the workplans.
    • Activity 4.3: Contribute to the development and review of an outreach strategy to support strengthening of country’s data and analytical capacity.

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • First-level university degree in health science, public health, or a related field.

Desirable:

  • Advanced degree in any relevant field.

Experience:

Essential:

  • At least five years of relevant experience in health-related project/programme management.

Desirable:

  • At least one year of relevant experience at the international level, including experience working with international organizations.

Skills:

  • Knowledge of public health programme and solutions, especially clear understanding of data analytics in resource-limited settings, is an advantage.
  • Clear and concise communication and presentation skills.
  • Strong organizational and facilitation skills to scope projects with multiple teams in a consultative manner.
  • Ability to work across multiple time zones without overreliance on face-to-face meetings.

Languages required:

Essential:

Expert knowledge of English.

Desirable:

Intermediate knowledge of other UN languages.

Location

Off site: Home-based.

Travel

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 7,000 – 9,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):

Expected duration of contract:

9 months.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
