Job Summary:
Provides vision, leadership, direction, and innovation for strategic information (SI) on a large USAID funded Global Health Security (GHS) project. Develops standards and ensures consistent SI practices throughout all phases of the project life cycle to meet expectations of project team and funders. Monitors all SI aspects of a project from initiation through delivery. Ensures completion of project technical deliverables are on schedule and within budget parameters. Selects, develops, and evaluates SI personnel to ensure the efficient operation of SI functions are met. The SI Director provides direction to a core team of SI advisors/backstops ensuring that they have the necessary skills and resources to perform effectively. S/he monitors budget/spending for the unit and liaises with other departments and units ensuring that all SI requirements are met and completed on schedule and within budget. Contributes project experience and learning to global thought leadership initiatives in specific area of technical specialization.
Position is contingent upon award.
Accountabilities:
- Serves as the SI technical lead and key point of contact for the prime implementing organization on a large project.
- Directs and leads implementation of SI activities at global, regional, and country levels through approved work plans and budgets.
- Ensures compliance with organizational procedures and policies.
- Leads the development of standard methods, techniques, tools, and systems for SI activities for projects, regional and country programs.
- Oversees development of systems, processes, and tools to support analysis and visualization of data to support performance management. Ensures that this connects with the KM approach.
- Provides guidance to project directors, regional managers and staff to achieve project strategic goals.
- Interacts internally and externally with executive management and staff, communicating project results.
- Leads and/or participates in the elaboration of research questions, protocols, implementation, analysis and publication using SI data.
- Develops budget input for the SI unit and SI functions on projects and proposals.
- Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
- Liaises with other department and unit heads including those for global projects, health analytics and informatics, health services research, biostatistics, and knowledge management.
- Ensures that routinely collected data are analyzed and disseminated to external audiences.
- Positions the organization as a leader in applying high quality SI practices for project management.
- Develops and implements processes and procedures to achieve strategic technical goals of the project.
- Provides direction to ensure technical activities are compliant with client agreements, government regulations and the organization’s policies and procedures.
- Responds to client requests and questions on technical matters and ensures timely drafts and submissions of consents, approvals and/or waivers.
- Manages the monitoring and evaluation activities of a project including contributing to the finalization and submission of project work plans, performance monitoring plans (PMPs) and quarterly, annual, and other reports.
- Manages the relationship with all subcontracted organizations on a project on technical matters.
- Attends informative events related to the subject matter or region of a project to network and learn information that could be valuable to project activities.
- Directs and guides managers, and staff with training and developing process improvement initiatives to ensure compliance with company and government standards.
- Supports performance management and professional development of direct reports,
- Engages in writing publications and may contribute to developing proposals for new projects.
- Identifies and consults with executive management on technical recommendations to make better business decisions.
- Performs other duties as assigned.

- Previous work in partnership with major donors and stakeholders including USAID, CDC, UN agencies, Gates Foundation, World Bank and Global Fund preferred.

- Ability to travel domestically and internationally.

Supervision Given/Received:
- Leads and directs SI staff to achieve strategic project goals.
- Coordinates with project lead to set budgets, goals, and develops procedures and training for project.
- Reports to the Project Director.
Education:
- Master’s Degree, or its International Equivalent, in epidemiology, public health, statistics, demographics, public policy, international development, economics, or a related field.
- Project Management (PM) Certification preferred.
Experience:
- Typically requires a minimum of 12+ years of experience in providing technical assistance in or conducting and/or leading monitoring and evaluation work, quantitative or qualitative research, or implementation science studies in international settings preferred. (including 8+ years of leadership, strong business acumen and/or line management experience).
- Prior work experience with USG, particularly USAID, and regional or global programming.
- Prior work experience in a non-governmental organization (NGO) is preferred.

- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
Technology to be Used:
- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: $90,000 – $175,000
International hiring ranges will differ based on location.
