POSITION MANDATE

Resonance seeks a Chief of Party (COP) to lead the anticipated five-year USAID funded Kyrgyz Green Economy Activity. This Activity will focus on promoting practices that contribute to a robust and resilient economy, reduce greenhouse gas (GHG) emissions in the private and public sectors, increase climate financing, and develop a policy framework to catalyze sustainable and green climate solutions. It will promote initiatives that use fewer resources to produce the same amount of output that do not negatively impact land, water, and air quality.

The objectives for this activity are:

  • Improve governance and institutional capacity for a green economy;
  • Adopt innovative technology by the public and private sectors;
  • Green economy financing.

The COP will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. S/he will serve as the principal institutional liaison with USAID and key stakeholders, as well as ensure the quality, timeliness, and efficiency of all products and interventions generated under the Activity.

This is a full-time position based in Bishkek, Kyrgyzstan.

OUTCOMES/ESSENTIAL FUNCTIONS

  • Provide strategic and technical leadership and/or oversight of all activities and outputs, including technical inputs across one of more areas, such as green economy enabling environment policy reform and alignment, public-private partnership development approaches, private sector green finance, gender and social inclusion.
  • Represent the project externally and ensure close coordination with partners in the government, private sector, key local stakeholders, financial institutions, and donor communities.
  • Lead financial oversight and procedures and ensure compliance with USG regulations, Government of Kyrgyzstan laws, regulations, policies and procedures, and Resonance policies.
  • Provide technical advice, oversight, or leadership on all technical activities, which may include the design, methodology, and tools for some activities.
  • Oversee monitoring, evaluation, learning, and reporting to ensure the program adapts as needed to meet objectives and learning is acquired and shared broadly to maximize impact and sustainability.
  • Manage project team; oversee, mentor, and provide guidance to short- and long-term staff.
  • Manage program communications with USAID, key stakeholders, and the general public.
  • Assume responsibility for overall USAID contract management, ensuring quality control and timeliness of deliverables.

REQUIRED EDUCATION & EXPERIENCE

  • Master’s degree or higher in international development, development economics, business administration/management, finance, environmental studies or other relevant discipline.
  • 10+ years of relevant progressive international experience related to the implementation and management of economic growth and business enabling environment activities, sustainable climate adaptation, partnership development, and/or private sector engagement.
  • 8+ years of relevant professional experience related to the management or implementation of international donor-funded development projects.
  • Experience as a Chief of Party or leader of a donor-funded activity of similar scope and budget.
  • Proven experience required fostering collaborative partnerships, effectively working and building strong relationships with a broad range of counterparts and stakeholders, including government officials, local communities, the private sectors, and other donors.
  • Excellent written and oral communication skills in English.
  • Experience working independently to meet deadlines and quality expectations, as well as a member of a larger team for multi-component assignments.

PREFERRED EDUCATION & EXPERIENCE

  • Prior experience in the development of green economy sub sectors (energy efficiency, integrated water resource management, regenerative agriculture, waste management).
  • Experience managing economic growth donor-funded activities in Kyrgyzstan and/or the Eurasian region.
  • Strong network of government, NGO and civil society, donor and private sector in Kyrgyzstan and/or the Eurasian region.
  • Foreign language ability in Russian.

TRAVEL EXPECTATIONS

The employee must be able to travel within Kyrgyzstan for work assignments.
